Over at Informed Comment Juan Cole finds 5 Signs Solar Power Is Taking Over the World Burning fossil fuels (coal, natural gas and oil) is putting 32 billion metric tons of carbon dioxide annually into the atmosphere. Since CO2 is a greenhouse gas that traps heat from the sun on earth and prevents it radiating back out to space, this unprecedented human output is causing climate disruption, a process that will accelerate over the next few decades and will prove extremely costly to human society (if the latter can even survive). The only energy source that has a hope of fixing this problem and of resolving the coming energy crisis is solar. The cost of solar panels is falling rapidly, raising the hope that we can put in enough panels quickly enough to avoid the very worst scenario of carbon-induced climate disruption. (I put in 16 Enphase microinverter panels at my place this winter and they generated 120 kilowatt hours in the past week; my house and electric car averaged 150 kilowatt hours usage per week last month; and that is in Michigan at the tail end of winter). Project Censored's Student Researcher Nikolle Palazzolo (Florida Atlantic University) reports US Government to Deregulate Meat Industry Government is increasingly moving to prevent federal meat inspectors from exercising their authority at slaughter plants and instead allowing private industry to regulate itself. In 1998, the USDA rolled out its trial “Hazard Analysis and Critical Control Points” (HACCP) program. Noting its deregulatory spirit, meat inspectors and industry watchdogs quickly dubbed it, “Have a Cup of Coffee and Pray.” HACCP intended to replace meat inspectors’ old-fashioned “poke and sniff” method of visually examining carcasses with advanced microbiology techniques. But it is also an “honors system,” where federal inspectors simply ratify companies’ self-regulation. In October 2013 a coalition of food and worker safety advocates gathered to protest USDA’s plan to implement HACCP across the US after its long-term use at pilot locations. “Instead of trained USDA inspectors, companies will police themselves,” says activist group sumofus.org. “Chickens will spend more time soaking in contaminants and poultry plants are compensating by washing them in chlorine.” The expansion, HIMP (Hazard Analysis and Critical Control Point-Based Inspection Models Project), will reduce the number of poultry inspectors while increasing use of antimicrobial sprays to control bacteria. Inspectors would be reassigned to ends of assembly line so they could not intercept unacceptable birds, only view them as they go by. It would also allow only one side of the bird to be examined. Birds once considered unacceptable can now end up remaining on the line, only to be dipped in disinfectants like chlorine to reduce disease risk, say food advocates. In addition, under the new HACCP/HIMP rules, bruises, scabs, sores, blisters, infections and tumors on chickens will no longer be deemed “Other Consumer Protections” (OCPs) and removed. When half a carcass is “covered with an inflammatory process” it can be “salvaged” for food, an anonymous poultry inspector observes. Brandon Keim at Wired.com reports Voracious Worm Evolves to Eat Biotech Corn Engineered to Kill It After years of predicting it would happen — and after years of having their suggestions largely ignored by companies, farmers and regulators — scientists have documented the rapid evolution of corn rootworms that are resistant to Bt corn. Until Bt corn was genetically altered to be poisonous to the pests, rootworms used to cause billions of dollars in damage to U.S. crops. Named for the pesticidal toxin-producing Bacillus thuringiensis gene it contains, Bt corn now accounts for three-quarters of the U.S. corn crop. The vulnerability of this corn could be disastrous for farmers and the environment. “Unless management practices change, it’s only going to get worse,” said Aaron Gassmann, an Iowa State University entomologist and co-author of a March 17 Proceedings of the National Academy of Sciences study describing rootworm resistance. “There needs to be a fundamental change in how the technology is used.” .......... Fast forward to 2009, when Gassmann responded to reports of extensive rootworm damage in Bt cornfields in northeast Iowa. Populations there had become resistant to one of the three Bt corn varieties. (Each variety produces a different type of Bt toxin.) He described that resistance in a 2011 study; around the same time, reports of rootworm-damaged Bt corn came in from parts of Illinois, Minnesota, Nebraska and South Dakota. These didn’t represent a single outbreak, but rather the emergence, again and again, of resistance. n the new paper, Gassmann describes further incidents of Bt resistance in other parts of Iowa. He also found rootworms resistant to a second variety of Bt corn. Moreover, being resistant to one variety heightened the chances of resistance to another. That means corn engineered to produce multiple Bt toxins — so-called stacked varieties — won’t do much to slow the evolution of rootworm resistance, as was originally hoped. Farmers likely won’t stop using Bt corn, as it’s still effective against other pests — but as rootworms become more resistant, said Gassmann, farmers will turn to insecticides, thus increasing their costs and losing the ecological benefits originally gained by using Bt corn. As entomologists concerned by rootworm resistance wrote to the EPA in 2012, “When insecticides overlay transgenic technology, the economic and environmental advantages of rootworm-­protected corn quickly disappear.” ........... There’s a lesson to be learned for future crop traits, Shields said. Rootworm resistance was expected from the outset, but the Bt seed industry, seeking to maximize short-term profits, ignored outside scientists. The next pest-fighting trait “will fall under the same pressure,” said Shields, “and the insect will win. Always bet on the insect if there is not a smart deployment of the trait.” Well you can always move to France to enjoy your corn! France bans Monsanto GM maize ahead of sowing season (Reuters) - France's agriculture ministry on Saturday banned the sale, use and cultivation of Monsanto's MON 810 genetically modified maize, the only variety currently authorised in the European Union. The French government, which maintains that GM crops present environmental risks, has been trying to institute a new ban on GM maize (corn) after its highest court has twice previously struck down similar measures. The decision is timed to avert any sowing of GM maize by farmers before a draft law is debated on April 10 aimed at banning planting of GMOs (genetically modified organisms). "The sale, use and cultivation of varieties of maize seed from the line of genetically modified maize MON 810 (...) is banned in the country until the adoption, on the one hand, of a final decision, and secondly, of (EU) community action, " said a decree published on Saturday. Annual sowing of maize in France gets under way in the second half of March. The current Socialist government, like its conservative predecessor, has opposed the growing of GMO crops in light of public suspicion and widespread protests from environmentalists. Longstanding differences between EU countries resurfaced in February when they failed to agree on whether or not to approve another GM maize variety, Pioneer 1507, developed by DuPont and Dow Chemical, leaving the way open to the EU Commission to clear it for cultivation. Reporting for the LA Times Ricardo Lopez tells us the Justice Department's watchdog faults mortgage fraud prosecutions The U.S. Justice Department used faulty statistics to overstate its mortgage-fraud prosecution efforts and ranked mortgage-fraud last in its list of priorities despite public pledges to combat these types of crimes, an internal watchdog said Thursday. The 52-page report by the Justice Department's inspector general found that for the fiscal years of 2009 through 2011, the federal law enforcement agency's effort to prosecute mortgage fraud fell short even after receiving nearly $200 million in federal funding. Thursday's report undercuts contentions by the federal government made four years ago that it would aggressively investigate cases of mortgage fraud, which proliferated following the housing bubble and eventual crash. .............. Ellen Canale, a Justice Department spokeswoman, disputed parts of the report and pointed out that mortgage fraud convictions rose every year during the period the report examined. From 2009 to 2010, the number of convictions nearly doubled from 555 to 1,087, she said. “The facts regarding the Department’s work on mortgage fraud tell a much different story than this report," Canale said in a statement. "In the time period in question, the number of mortgage fraud indictments nearly doubled, and the number of convictions rose by more than 100 percent. As the report itself notes, even at a time of constrained budget resources, the department has dedicated significant manpower and funding to combatting mortgage fraud.” But for all the tough talk, the department's internal watchdog found that in the FBI Criminal Investigation Division, mortgage fraud was barely a blip on the agency's radar. In field offices in Los Angeles, New York, Miami and Baltimore -- cities that saw large amounts of the morgage fraud -- the crime was listed as a low priority or not at all, the report said. "Despite receiving significant additional funding from Congress to pursue mortgage fraud cases, the FBI in adding new staff did not always use these new positions to exclusively investigate mortgage fraud," the report concluded. "Moreover, when we attempted to assess the effectiveness of the Department’s efforts in pursuing mortgage fraud cases, we found that DOJ could not provide readily verifiable data related to its criminal and civil enforcement efforts." But because I don’t feel the coverage so far has plumbed the depths of this corruption, and because it’s still happening, it’s not worth going silent just yet. It’s probably spitting into the wind, yes, but I’ve got the time and the spit, so I want to note a few things. 1. “Mortgage fraud” is a limiting term: There’s a yawning gap between “mortgage fraud,” in the context of how the IG presents it in this report, and the full breadth of fraud and deception at the heart of the crisis. Mortgage fraud, per the definition used by the FBI and the IG, is very specifically mortgage origination fraud, the misrepresentation used to get people into loans. That includes misrepresentation by borrowers, such as lying on a loan application, but also the actions of lenders falsely documenting income or wildly inflating appraisals. In later years, mortgage fraud came to include “foreclosure rescue” schemes, where illicit actors claim to be able to get loan modifications for borrowers for a fee, and then abscond with the money and do nothing for the borrowers. ........ When the DoJ, FBI, or this IG report talks about mortgage fraud, they’re not talking about:

• Securitization fraud, the knowing packaging of worthless loans into bonds to unsuspecting investors;
  
• Securitization fail, the improper conveyance of mortgages into trusts, breaking the chain of title on the loans;
  
• False Claims Act fraud, where servicers collect on FHA insurance or other government benefits with faulty loans;
  
• Tax fraud, through setting up REMICs and then not following the guidelines with mortgages and notes, yet still benefiting from the tax status;
  
• Servicer-driven fraud, like the mass misplacement of loan modification documents in order to push people into default, the bonuses given for foreclosures, dual tracking, improper fee pyramiding, imposition of fees not included in the mortgage documents, lost payments, people getting foreclosed on because they underpaid by ten cents, etc.;
  
• Forced-place insurance fraud, the kickback scheme to saddle borrowers with lapsed insurance with junk policies that cost several orders of magnitude more;
  
• Foreclosure fraud, the mass production of false documents to prove ownership over loans with a questionable paper trail;
  
• Robo-signing, the notarization of thousands of court statements a day by line workers who know nothing about the underlying loan information;
  
• Breaking and entering by “property preservation” specialists who illegally break into occupied homes and occasionally ransack them in the name of “keeping watch” over properties thought to be abandoned.

I could go on. Even housing discrimination, whereby minority borrowers were charged higher interest rates and non-prime loans (even when they qualified for prime), is not incorporated into this definition of “mortgage fraud” (DoJ has actually prosecuted a fair bit of this discrimination through the Civil Rights division, but nobody’s gone to jail for it IIRC). The litany above implicates mega-banks who sold the securities, servicers (until recently, typically the arms of mega-banks) who serviced the loans, trustee mega-banks who managed the deals, and so forth. Mortgage fraud under the DoJ definition implicates fast-money, fly-by-night lenders that imploded when the whole scheme went kablooey. More recently it involves foreclosure rescue scams, which the interview subjects say flat-out in the IG report don’t involve enough money for them to consider prosecution. Inside the NSA’s Secret Efforts to Hunt and Hack System Administrators By Ryan Gallagher and Peter Maass Across the world, people who work as system administrators keep computer networks in order – and this has turned them into unwitting targets of the National Security Agency for simply doing their jobs. According to a secret document provided by NSA whistleblower Edward Snowden, the agency tracks down the private email and Facebook accounts of system administrators (or sys admins, as they are often called), before hacking their computers to gain access to the networks they control. The document consists of several posts – one of them is titled “I hunt sys admins” – that were published in 2012 on an internal discussion board hosted on the agency’s classified servers. They were written by an NSA official involved in the agency’s effort to break into foreign network routers, the devices that connect computer networks and transport data across the Internet. By infiltrating the computers of system administrators who work for foreign phone and Internet companies, the NSA can gain access to the calls and emails that flow over their networks. The classified posts reveal how the NSA official aspired to create a database that would function as an international hit list of sys admins to potentially target. Yet the document makes clear that the admins are not suspected of any criminal activity – they are targeted only because they control access to networks the agency wants to infiltrate. “Who better to target than the person that already has the ‘keys to the kingdom’?” one of the posts says. The NSA wants more than just passwords. The document includes a list of other data that can be harvested from computers belonging to sys admins, including network maps, customer lists, business correspondence and, the author jokes, “pictures of cats in funny poses with amusing captions.” The posts, boastful and casual in tone, contain hacker jargon (pwn, skillz, zomg, internetz) and are punctuated with expressions of mischief. “Current mood: devious,” reads one, while another signs off, “Current mood: scheming.” The author of the posts, whose name is being withheld by The Intercept, is a network specialist in the agency’s Signals Intelligence Directorate, according to other NSA documents. ......... From TruthDig.com's Ear To The Ground Russians Capture One of the Last Ukrainian Strongholds in Crimea Posted by Alexander Reed Kelly On Saturday, Russian forces took over a military base near the Sevastopol airport in Crimea, using armored vehicles to smash through the gates before firing shots into the air and demanding the surrender of the soldiers inside. The assault wounded at least one Ukrainian soldier. The move appeared to be an attempt to solidify Russia’s hold on Crimea after it formally annexed the region. The New York Times reported:

By early evening, the Russians were in negotiations to force the approximately 150 Ukrainian soldiers to leave the base, one of Ukraine’s biggest in Crimea. The Russians had issued an ultimatum earlier in the day demanding the Ukrainians leave. The news came amid high tensions in Crimea after a referendum last weekend in which residents, under the watch of Russian soldiers who had already moved into the region, voted to secede from Ukraine. A spokesman for the Ukrainian military in Crimea said Russian troops earlier Saturday had taken a base at Novofyodorovka, near the city of Saki. .....

For this week's BTV LAST WORD we again go to ConsortiumNews.com's ROBERT PARRY who explains how Neocons Have Weathered the Storm By the middle of last decade, the storm clouds were building over the neocons: their “regime change” in Iraq was a disaster; President George W. Bush’s “Mission Accomplished” speech was a running joke; news articles were appearing about their “dark side” behavior in the “war on terror”; and the public was tired of the blood and treasure being wasted. You might have expected that the neocons would have been banished to the farthest reaches of U.S. policymaking, so far away that they would never be heard from again. However, instead of disappearing, the neocons have proved their staying power, now reemerging as the architects of the U.S. strategy toward Ukraine. Neocons played key behind-the-scenes roles in instigating the Feb. 22 coup that overthrew a democratically elected president with the help of neo-Nazi militias; the neocons have since whipped Official Washington into a frenzy of bipartisan support for the coup regime; and they are pushing for a new Cold War if the people of Crimea vote to leave Ukraine and join Russia. A few weeks ago, most Americans probably had never heard of Ukraine and had no idea that Crimea was part of it. But, all of a sudden, the deficit-obsessed U.S. Congress is rushing to send billions of dollars to the coup regime in Kiev, as if the future of Ukraine were the most important issue facing the American people. Even opinion writers who have resisted other neocon-driven stampedes have joined this one, apparently out of fear of being labeled “an apologist” for Russian President Vladimir Putin. Indeed, it is almost impossible to find any mainstream U.S. politician or pundit who has not fallen into line with the belligerent neocon position on Ukraine. And the skies ahead are even brighter. The neocons can expect to assert more power as President Barack Obama fades into “lame-duck” status, as his diplomatic initiatives on Syria and Iran struggle (in part because the Ukraine crisis has driven a deep wedge between Obama and Putin), as neocon-leaning Democrat Hillary Clinton scares off any serious opposition for the 2016 presidential nomination, and as her most likely Republican presidential rivals also grovel for the neocons’ blessings. But this stunning turn of fate would have been hard to predict after the neocons had steered the United States into the catastrophic Iraq War and its ugly bloodletting, including the death and maiming of tens of thousands of U.S. soldiers and the squandering of perhaps $1 trillion in U.S. taxpayers’ money. ........... But the neocons were anything but finished. They had positioned themselves wisely. They still controlled government-funded operations like the National Endowment for Democracy (NED); they held prominent positions inside think tanks, from the American Enterprise Institute to the Council on Foreign Relations to the Brookings Institution; they had powerful allies in Congress, such as Senators McCain, Lindsey Graham and Joe Lieberman; and they dominated TV chat shows and opinion pages, particularly at the Washington Post, the capital’s hometown newspaper. ............. And, despite Obama’s opposition to the neocons’ obsession with endless warfare, he didn’t purge them from his administration. Neocons, who had burrowed deep inside the U.S. government as “civil servants” or “career foreign service officers,” remained as a “stay-behind” force, looking for new allies and biding their time. Obama compounded this “stay-behind” problem with his fateful decision in November 2008 to adopt the trendy idea of “a team of rivals,” including keeping Republican operative (and neocon ally) Robert Gates at the Defense Department and putting hawkish Democrat Hillary Clinton, another neocon ally, at State. The neocons probably couldn’t believe their luck. ................ Though Obama’s original “team of rivals” eventually left the scene (Gates in mid-2011, Petraeus in a sex scandal in late 2012, and Clinton in early 2013), those three provided the neocons a crucial respite, time to regroup and reorganize. So, when Sen. John Kerry replaced Clinton as Secretary of State (with the considerable help of his neocon friend John McCain), the State Department’s neocons were poised for a powerful comeback. Nuland was promoted to Assistant Secretary of State for European Affairs and took personal aim at the elected government of Ukraine, which had become a choice neocon target because it maintained close ties to Russia, whose President Putin was undercutting the neocons’ “regime change” strategies in their most valued area, the Middle East. Most egregiously, Putin was helping Obama avert wars in Syria and Iran. So, as neocon NED president Carl Gershman wrote in the Washington Post in September 2013, Ukraine became “the biggest prize,” but he added that the even juicier target beyond Ukraine was Putin, who, Gershman added, “may find himself on the losing end not just in the near abroad but within Russia itself.” In other words, the ultimate goal of the Ukraine gambit is not just “regime change” in Kiev but “regime change” in Moscow. By eliminating the independent-minded and strong-willed Putin, the neocons presumably fantasize about slipping one of their ciphers (perhaps a Russian version of Ahmed Chalabi) into the Kremlin. Then, the neocons could press ahead, unencumbered, toward their original “regime change” scheme in the Middle East, with wars against Syria and Iran. As dangerous – and even crazy – as this neocon vision is (raising the specter of a possible nuclear confrontation between the United States and Russia), the neocons clearly appear back in control of U.S. foreign policy. And, they almost can’t lose in terms of their own self-interest, whichever way the Ukraine crisis breaks. BUT FIRST From David Shepardson and Melissa Burden at the Detroit News Ignition switch recall engulfs GM One month after General Motors Co. announced a seemingly routine recall for older cars for ignition switch problems, the callback of 1.62 million cars linked to 12 deaths and 31 crashes in which air bags failed to inflate has grown into the biggest crisis the Detroit automaker has faced in years. GM now faces a criminal investigation, looming hearings in Congress, scrutiny from federal regulators and mounting negative publicity over the question of whether GM recalled the cars in a timely manner. News reports have featured tearful stories of people killed in now-recalled cars. Tuesday, GM staffers are scheduled to brief House Energy and Commerce aides from both political parties on events leading to the recall. ............Adding to GM’s problems Friday, Transport Canada said it is investigating a June 2013 death that could be linked to the defects. GM has recalled more than 235,000 cars in Canada linked to bad ignition switches that can inadvertently turn off the engine and disable air bags, and also make the car difficult to steer. Also Friday, Texas law firms filed a class-action suit against the company. Several executives at the Detroit automaker have privately compared the firestorm over its decision to delay recalling 1.62 million Chevrolet Cobalts and other cars to the maelstrom faced by BP over the Gulf of Mexico oil disaster or the manufacturer of Tylenol after the 1982 deaths of seven people who took cyanide-spiked painkillers. GM likely will face more lawsuits with all the publicity. .......... Under terms of the bankruptcy agreement, the “new” GM is not liable for accidents occurring before bankruptcy. GM previously has said the company did not assume liability for claims that came from accidents that occurred before July 2009, but it will put the customer first “and that will continue to guide us.” See Ralph Nader on DN! below! COBALT began in 2004 at the beleagured GM Lordstown Assembly plant in Lordstown, Ohio heralded as a "job creator". Take a trip in the BTV Wayback Machine to 2004 Taking a Spin with New Lordstown-Built Cobalt At present, Local 1112 has 3,700 active members and the plant's overall work force has dwindled over the last two years because of retirements and attrition. An additional 1,800 workers are members of UAW 1714 and work in the plant's metals stamping operation. ...... "The key is that no one will be laid off," Graham said, though he added final employment numbers at the plant have not been finalized. Last month, 30 workers retired and the plant expects a large number to retire in January. Other employees might be transferred to a "jobs bank" and receive full pay and benefits until positions become available.Graham said by January, those employees in the plant's job bank will hopefully be back on the line as production hits stride.....

Also ANDREW ROSENTHAL at the NYT's "Taking Note" editors blog explains The Cost of Not ‘Looking Backwards’ at Torture In the last few days, Americans were treated to an appalling battle between the Central Intelligence Agency and its Congressional overseers over the Senate’s attempt to investigate the C.I.A.’s post-9/11 detention and interrogation practices. The fight is over two still-secret documents – a 2009 C.I.A. inspector general’s report on those practices, and a four-year-long investigation by the staff of the Senate Select Committee on Intelligence. Some Democratic senators on the panel accused the C.I.A. of breaking into the computers of their committee’s staff members in an attempt to find out how they got access to that 2009 report. The head of the C.I.A., John Brennan, fumed about “spurious allegations,” in public, while behind the scenes, members of his staff claimed it was Senate workers who did the hacking. If the entire thing left you baffled, I’m not surprised. The whole point of this exercise, as far as the Obama administration and its intelligence agencies are concerned, is to confuse the public and keep us in the dark. It is the direct result of a cynical decision that was made five years ago by the newly inaugurated President Obama and his political advisers to paper over the C.I.A.’s adventures in torture, illegal detention and rendition (the kidnapping of foreign citizens who were shipped off to other countries to be tortured and abused without worrying too much about international law or whether they had actually committed any crimes). ................. Administration lawyers continued to block all attempts at airing the Bush administration’s policies on detention and interrogation in court. Federal prosecutors whitewashed the destruction of 92 videotapes of C.I.A. interrogations. And a 2009 report on the interrogations by the inspector general of the Central Intelligence Agency was withheld not only from the public, but also from the very members of Congress whose job it is to supervise the intelligence agencies – the Senate committee.The committee did not follow Mr. Obama’s lead, and had directed its staff to investigate and report on interrogation and detention policies after the 9/11 attacks. They did so over four years, amassing a 6,000-page report, using computers that were provided by the C.I.A. on a supposedly secure network in a supposedly secure room. The report was finished last December, but has not been released because the C.I.A. disputed some of its conclusions. That’s not terribly surprising, since the report found fault with the C.I.A. for conducting illegal interrogations that it said did not produce much, if any, useful intelligence. ....... Now, instead of having either of those documents brought before the public, we will have to endure a long – weeks? months? years? – battle between the Senate and the C.I.A. over who broke into whose computers first. The result will be more secrecy, less information, and, of course, no accountability. In the Gray Lady too! WOW! More on this in a bit. Robert Naiman poses this at truth-out.org If They Can Sanction Russia Over Crimea, We Can Sanction Israel Over Palestine Until now, it has been the case that in the United States, if you talk about any kind of boycott, any kind of divestment, any kind of sanction to pressure the Israeli government to end its military occupation of Palestine, some apologists for the Israeli occupation have gone into rhetorical meltdown. Until now, we've collectively tolerated that the hysterical opposition to "BDS" (Boycott, Divestment and Sanctions) of these apologists for the Israeli occupation be taken seriously in public discourse. In New York, Maryland, and Illinois, state legislators want to punish you if you even think about boycotting one egg from the Israeli occupation. We're all for the right of free speech - unless you misuse your free speech rights to say something bad about the Israeli occupation of Palestine. But now, when it is proposed to sanction Russia over its military intervention in Crimea, it passes through public discourse like a hot knife through butter. No one complains that Russia is being "unfairly singled out." No one claims that people who want to impose sanctions on Russia are motivated by an irrational hatred of the Russian people. No one claims that supporters of sanctions want to "delegitimize Russia" or "destroy Russia," nor that supporters of sanctions "refuse to accept Russia's right to exist." People are raising legitimate questions about sanctions on Russia, as they always should when new sanctions are proposed. Are they likely to be effective at achieving stated goals? Who is likely to be harmed by them, directly or indirectly? If they will harm innocent people, is that harm ethically justifiable? But no one with any influence in public discourse is calling supporters of sanctions against Russia bad names, or demanding that they be punished for their political opinions. Let's draw a line in the sand. From now on, supporters of sanctions against Israel for its military occupation of Palestine must demand the same respect for our democratic rights that supporters of sanctions against Russia for its military intervention in Crimea enjoy. From now on, we must not tolerate any abrogation of our democratic rights to advocate for boycott, divestment and sanctions against the Israeli occupation........... Going back to Robert Parry's Neocons and the Ukraine Coup from February 23, 2014 ..........Now, you have Assistant Secretary of State Nuland, the wife of prominent neocon Robert Kagan, acting as a leading instigator in the Ukrainian unrest, explicitly seeking to pry the country out of the Russian orbit. Last December, she reminded Ukrainian business leaders that, to help Ukraine achieve “its European aspirations, we have invested more than $5 billion.” She said the U.S. goal was to take “Ukraine into the future that it deserves.” The Kagan family includes other important neocons, such as Frederick Kagan, who was a principal architect of the Iraq and Afghan “surge” strategies. In Duty, Gates writes that “an important way station in my ‘pilgrim’s progress’ from skepticism to support of more troops [in Afghanistan] was an essay by the historian Fred Kagan, who sent me a prepublication draft. “I knew and respected Kagan. He had been a prominent proponent of the surge in Iraq, and we had talked from time to time about both wars, including one long evening conversation on the veranda of one of Saddam’s palaces in Baghdad.” Now, another member of the Kagan family, albeit an in-law, has been orchestrating the escalation of tensions in Ukraine with an eye toward one more “regime change.” As for Nuland’s sidekick, U.S. Ambassador to Ukraine Pyatt previously served as a U.S. diplomat in Vienna involved in bringing the International Atomic Energy Agency into a line with U.S. and Israeli hostility toward Iran...... It was Ambassador Pyatt who was on the other end of Nuland’s infamous Jan. 28 phone call in which she discussed how to manipulate Ukraine’s tensions and who to elevate into the country’s leadership....... It is Greece all over again. Before anything approaching stability and legitimacy has been obtained for the puppet government put in power by the Washington orchestrated coup against the legitimate, elected Ukraine government, the Western looters are already at work. Naive protesters who believed the propaganda that EU membership offered a better life are due to lose half of their pension by April. But this is only the beginning. The New York Times just described him as “an expert with firebombs” during the street protest period. These people are thugs by any other name. One cannot see how this can be in question — or why the Times suggests that Russia’s descriptions of them as such amount to “a fun house mirror.” ......... Snowden spoke as part of an an American Civil Liberties Union panel, along with analysts Chris Soghoian and Ben Wizner. While the video and audio feed was choppy, Snowden’s message was clear. “They’re setting fire to the future of the Internet,” Snowden said of the National Security Agency. “We need public advocates. We need public oversight. Some way [to have] trusted figures, sort of civil rights champions to advocate for us, to protect the structure. How do we fix our oversight? How do we structure an oversight model that works? The key factor is accountability.” ........ “If we allow the NSA to continue unrestrained, every other government will accept that has green light to do the same,” he said. NEXT at The Intercept Ryan Gallagher and Glenn Greenwald explain How the NSA Plans to Infect ‘Millions’ of Computers with Malware Top-secret documents reveal that the National Security Agency is dramatically expanding its ability to covertly hack into computers on a mass scale by using automated systems that reduce the level of human oversight in the process. The classified files – provided previously by NSA whistleblower Edward Snowden – contain new details about groundbreaking surveillance technology the agency has developed to infect potentially millions of computers worldwide with malware “implants.” The clandestine initiative enables the NSA to break into targeted computers and to siphon out data from foreign Internet and phone networks. The covert infrastructure that supports the hacking efforts operates from the agency’s headquarters in Fort Meade, Maryland, and from eavesdropping bases in the United Kingdom and Japan. GCHQ, the British intelligence agency, appears to have played an integral role in helping to develop the implants tactic. In some cases the NSA has masqueraded as a fake Facebook server, using the social media site as a launching pad to infect a target’s computer and exfiltrate files from a hard drive. In others, it has sent out spam emails laced with the malware, which can be tailored to covertly record audio from a computer’s microphone and take snapshots with its webcam. The hacking systems have also enabled the NSA to launch cyberattacks by corrupting and disrupting file downloads or denying access to websites. ............... In a top-secret presentation, dated August 2009, the NSA describes a pre-programmed part of the covert infrastructure called the “Expert System,” which is designed to operate “like the brain.” The system manages the applications and functions of the implants and “decides” what tools they need to best extract data from infected machines. Mikko Hypponen, an expert in malware who serves as chief research officer at the Finnish security firm F-Secure, calls the revelations “disturbing.” The NSA’s surveillance techniques, he warns, could inadvertently be undermining the security of the Internet. “When they deploy malware on systems,” Hypponen says, “they potentially create new vulnerabilities in these systems, making them more vulnerable for attacks by third parties.” Hypponen believes that governments could arguably justify using malware in a small number of targeted cases against adversaries. But millions of malware implants being deployed by the NSA as part of an automated process, he says, would be “out of control.” “That would definitely not be proportionate,” Hypponen says. “It couldn’t possibly be targeted and named. It sounds like wholesale infection and wholesale surveillance.” The NSA declined to answer questions about its deployment of implants, pointing to a new presidential policy directive announced by President Obama. .............. “One of the greatest challenges for active SIGINT/attack is scale,” explains the top-secret presentation from 2009. “Human ‘drivers’ limit ability for large-scale exploitation (humans tend to operate within their own environment, not taking into account the bigger picture).” The agency’s solution was TURBINE. Developed as part of TAO unit, it is described in the leaked documents as an “intelligent command and control capability” that enables “industrial-scale exploitation.” TURBINE was designed to make deploying malware much easier for the NSA’s hackers by reducing their role in overseeing its functions. .................. Eventually, the secret files indicate, the NSA’s plans for TURBINE came to fruition. The system has been operational in some capacity since at least July 2010, and its role has become increasingly central to NSA hacking operations. ............. The NSA has a diverse arsenal of malware tools, each highly sophisticated and customizable for different purposes. One implant, codenamed UNITEDRAKE, can be used with a variety of “plug-ins” that enable the agency to gain total control of an infected computer. An implant plug-in named CAPTIVATEDAUDIENCE, for example, is used to take over a targeted computer’s microphone and record conversations taking place near the device. Another, GUMFISH, can covertly take over a computer’s webcam and snap photographs. FOGGYBOTTOM records logs of Internet browsing histories and collects login details and passwords used to access websites and email accounts. GROK is used to log keystrokes. And SALVAGERABBIT exfiltrates data from removable flash drives that connect to an infected computer. The implants can enable the NSA to circumvent privacy-enhancing encryption tools that are used to browse the Internet anonymously or scramble the contents of emails as they are being sent across networks. That’s because the NSA’s malware gives the agency unfettered access to a target’s computer before the user protects their communications with encryption. It is unclear how many of the implants are being deployed on an annual basis or which variants of them are currently active in computer systems across the world........ Much much more! Now, commercial banks would be allowed to merge with investment banks and insurance companies, creating financial megafirms potentially far more powerful than had ever existed in America. All of this was big enough news in itself. But it would take half a generation – till now, basically – to understand the most explosive part of the bill, which additionally legalized new forms of monopoly, allowing banks to merge with heavy industry. A tiny provision in the bill also permitted commercial banks to delve into any activity that is "complementary to a financial activity and does not pose a substantial risk to the safety or soundness of depository institutions or the financial system generally." We have a tidbit from The Hill's Laura Barron-Lopez Bill Gates talks climate change with Charles Koch In an interview with Rolling Stone, Gates shared his views on climate change and mentioned that, during a private dinner with Koch, the issue came up. "I happened to be having dinner with Charles Koch last Saturday, and we talked a little bit about climate change," Gates said. "He's a very nice person, and he has this incredible business track record. He was pointing out that the U.S. alone can't solve the problem, and that's factually correct." Gates added that the U.S. must take action to lead other countries in the fight against climate change. "But you have to view the U.S. doing something as a catalyst for getting China and others to do things. The atmosphere is the ultimate commons," Gates said. "We all benefit from it, and we're all polluting it. It's amazing how few problems there are in terms of the atmosphere.....There's just this one crazy thing that CO2 hangs around for a long, long time, and the oceans absorb it, which acidifies them, which is itself a huge problem we should do something about." Gates has some unconventional ideas about how to counteract climate change. The billionaire thinks geo-engineering, which involves large-scale projects that manipulate the atmosphere to counter global warming, could be useful. "But one of the complaints people have against that is that if it looks like an easy out, it'll reduce the political will to cut emissions. If that's the case, then, hey, we should take away heart surgery so that people know not to overeat," he said. Bill Gates may the richest man in the world with a fortune estimated at over $76 billion BUT Corporate America Is Hiding $2 Trillion In Profit From The IRS reports Alan Pyke at Think Progress The largest American multinational companies parked an additional $206 billion of profits in offshore accounts last year, according to Bloomberg, bringing the total amount of profits stashed where U.S. tax officials can’t touch them up to about two trillion dollars. The 307 companies that Bloomberg examined now hold a combined $1.95 trillion offshore, allowing them to avoid paying U.S. taxes on those earnings. The majority of the total is concentrated in just a few corporate hands. The largest 22 of those companies hold more offshore than the other 285 combined. General Electric leads the pack, with $110 billion held offshore. Tech companies like Microsoft ($76.4 billion), Apple ($54.4 billion), IBM ($52.3 billion), and Google ($38.9 billion) also dominate, along with drug companies like Pfizer ($69 billion) and Merck ($57.1). The tech giants have drastically accelerated their offshore holdings in recent years, with Microsoft and Google more than doubling and Apple more than quadrupling offshore profit holdings from 2010 to 2013. Back to that RS interview with Microsoft's new "technology adviser" .... In general, on taxation-type things, you'd think of me as a Democrat. That is, when tax rates are below, say, 50 percent, I believe there often is room for additional taxation. And I've been very upfront on the need to increase estate taxes. .... Yeah. Sure. Back to Alan Pyke ... While lawmakers around the world talk a good game about reforms that would change the incentives faced not only by companies but tax haven governments, most of that talk is still premised on the same sort of patchwork system that’s in place now. Ireland, for example, made a splash last fall by announcing some changes to its tax laws, but they do little to end the country’s status as a tax haven. Tweaking specific rules within that flawed system seems unlikely to produce meaningful changes in corporate behavior. These companies face no meaningful negative consequences to stashing trillions from the taxman. When they need to access their offshore cash for investing in production or personnel, they can simply use the untaxed profits as collateral for borrowing from the financial sector. There is no business reason to stop ducking U.S. taxes, so it is up to lawmakers to address the problem. ........ Despite corporate protests, there is no historical evidence that higher corporate tax rates hurt the economy, and companies that pay higher tax rates tend to create more jobs than those that game the rules to minimize their tax liability. George Zornik at The Nation tells us how a Senate Investigation of Bush-Era Torture Erupts Into Constitutional Crisis A gripping battle between the Central Intelligence Agency and the Senate Intelligence Committee broke into public view Tuesday morning, as Senator Dianne Feinstein openly accused the CIA of spying on congressional staffers as they investigated the agency’s illegal detention and interrogation programs under President George W. Bush. Feinstein’s allegations raise grave questions about how the executive branch interprets constitutional separation of powers, along with raising serious concerns about the integrity of congressional oversight of US intelligence agencies. And lurking in the background is the country’s dirty history of torture following the September 11 terror attacks, which top officials—including those appointed by President Obama—seem determined to brush into the dustbin of history. In a lengthy speech on the Senate floor Tuesday morning, which you can read here, Feinstein explained how the Senate Intelligence Committee, which she chairs, has come to believe that the CIA infiltrated Senate computers in order to see what investigators had learned about the Bush-era torture programs. She also described the removal of crucial documents from those computers by the CIA. How We Got Here - The backstory is crucial here, and the issues of congressional oversight and constitutional separation of powers echo throughout. ............... What they found was “chilling,” in the words of Feinstein this morning—the interrogations were “far different and far more harsh” than what the CIA had been admitting. Feinstein then wanted a full review of the program by Senate Intelligence Committee, which it approved by a 14-1 vote. Initially, as she noted this morning, Feinstein wanted the CIA to turn over all relevant documents to the committee in their usual offices, as had been done in the past. Then—CIA Director Leon Panetta, who had been appointed by Barack Obama and confirmed just a month earlier, had other ideas. Panetta wanted the review to take place at a secure CIA facility in Northern Virginia—something that would seem to undermine an independent congressional review. But, as Feinstein outlined in her speech Tuesday, an agreement was reached with agency officials in which the Senate review would take place on secure computers, but at the CIA facility: [.........] It’s important to understand that this computer system in effect belonged to Congress, which was conducting crucial oversight of the executive branch as protected by the Constitution. It was this computer system that Feinstein alleges was infiltrated by the CIA. The CIA began transferring hundreds of thousands, and then millions, of documents related to the enhanced interrogation program to these Senate computers. But it didn’t take long for problems to arise. In 2010, Senate investigators realized that the CIA had removed over 900 files it had initially transferred to them—something Feinstein revealed for the first time Tuesday morning during her speech on the Senate floor. At first the CIA claimed no files had been removed, then blamed it on the private contractors who were helping the agency vet the documents, and then ultimately blamed it on an order from the White House. The administration denied giving any such order and brokered a peace between Feinstein and the CIA, which included a CIA apology. But soon a far more severe breach arose. ............. The Implications - If what Feinstein alleges is true, it essentially amounts to a constitutional crisis. And she said as much during her speech, describing “a defining moment for the oversight of our intelligence community.” ............... And, in a remarkable statement, Feinstein accused the CIA of intimidation by filing the crime report. “[T]here is no legitimate reason to allege to the Justice Department that Senate staff may have committed a crime. I view the acting general counsel’s referral [to DoJ] as a potential effort to intimidate this staff—and I am not taking it lightly.” Feinstein went on to note one fairly amazing fact. The (acting) general counsel she referred to, who filed the complaint with DoJ, was a lawyer in the CIA’s counterterrorism center beginning in 2004. That means he was directly involved in legal justifications for the torture program. “And now this individual is sending a crimes report to the Department of Justice on the actions of congressional staff,” she noted gravely. “The same congressional staff who researched and drafted a report that details how CIA officers—including the acting general counsel himself—provided inaccurate information to the Department of Justice about the program.” Remaining Questions - There are several crucial questions going forward. (1) What else did the CIA do to conduct surveillance on the committee? .........What may these have been? ........... Is it possible the CIA gained access to that room to see what the committee possessed in hard-copy form? ........... (2) Will Obama respond, and what will he say? .......... Can President Obama, himself a constitutional law scholar, avoid comment? If not, what will he say? ........... (3) Will the Senate Intelligence report on Bush-era torture ultimately be declassified? ............... In the wake of her revelations on Tuesday, Feinstein renewed her desire to declassify the Senate report. “We’re not going to stop. I intend to move to have the findings, conclusions and the executive summary of the report sent to the president for declassification and release to the American people,” she said, and suggested the findings will shock the public. “If the Senate can declassify this report, we will be able to ensure that an un-American, brutal program of detention and interrogation will never again be considered or permitted.” Obama has long said he supports declassification, and it seems it will happen soon. Tuesday, Feinstein was already moving to hold a committee vote on declassification. Committee Republicans will likely oppose it, but independent Senator Angus King, the swing vote, told reporters he is inclined to vote for declassification. .......... Although styling themselves as watchdogs, they are in fact the dogs of war, whose mission is to hide Washington’s aggressions behind a fog of lies. Ifill has a long standing reputation of defending presidential policy in her reporting. She is at least consistent. Just as she followed the Bush doctrine she is now in synch with the Obama team. Amanpour vilifies her colleague on air for cynical reasons and Ifill plays dumb if a guest dares to speak up with real analysis. All their behaviors are an effort to diminish any debates or arguments against the United States government. The only critics on the air are questioning whether Obama is tough enough and if American “prestige” is on the line if we don’t have as much violence in the world as they would like. Now that the United States government has officially declared war on the rest of the world, Americans are in desperate need of truth telling. But that is not how empires work. Ifill, Amanpour and company flourish precisely because they do not tell us the truth. It is not too harsh to point out that the propaganda and lies spread by networks and newspapers are part of an enormous crime. America is the evil doer in Iraq and Haiti and Libya and Venezuela and Ukraine. Nations are invaded and economies are ruined because our government is determined to have its way in the world. The crimes are committed with impunity in part because presidents get a helping hand from their corporate media partners. The only thing making Americans squeamish about military involvement against Russia is war weariness. They don’t oppose it on principle because they don’t know what the principles involved are. Just as we aren’t the richest country in the world, and we don’t have the best health care in the world, we don’t have the best press either. We have a government that is more aggressive by the day and they have a mouth piece which we call the media. And that's just ONE REASON to visit Brick TeeVee every Sunday! R.I.P.
