We have lots of scary stuff to cover so let's begin with this WIKILEAKS UPDATE: The Common Dreams staff report WikiLeaks Reveals 'Systematized Human Rights Abuses' at US Detention Facilities Whistle-blowing website WikiLeaks released a new series of secret files from the US government Wednesday pertaining to treatment of foreign prisoners at military prisons such as Guantánamo Bay, including guidelines for military officials that reveal vast institutionalized human rights abuses. According to WikiLeaks, the documents, which include the 2002 manual for staff at Camp Delta at Guantánamo, reveal "a formal policy of terrorizing detainees during interrogations, combined with a policy of destroying interrogation recordings," which have "led to abuse and impunity" among US officials. "The 'Detainee Policies' show the anatomy of the beast that is post-9/11 detention, the carving out of a dark space where law and rights do not apply, where persons can be detained without a trace at the convenience of the US Department of Defense," WikiLeaks founder Julian Assange stated. "It shows the excesses of the early days of war against an unknown 'enemy' and how these policies matured and evolved, ultimately deriving into the permanent state of exception that the United States now finds itself in, a decade later." "Guantánamo Bay has become the symbol for systematised human rights abuse in the West with good reason," Assange added. WikiLeaks stated that the trove of documents include recorded "policies of unaccountability," such as a 2005 document titled "Policy on Assigning Detainee Internment Serial numbers." These guidelines teach interrogators the practice of "'disappearing' detainees into the custody of other U.S. government agencies while keeping their names out of U.S. military central records - by systematically holding off from assigning a prisoner record number," the WikiLeaks statement said. According to the group, over the next month, WikiLeaks will release in chronological order the United States' military detention policies spanning over a decade. The documents include the Standard Operating Procedures (SOPs) of detention camps in Iraq and Cuba, interrogation manuals and Fragmentary Orders (FRAGOs) of changes to detainee policies and procedures, and other information on U.S. Army Prison facilities around the world. Along with the first batch of documents, WikiLeaks put out a call to lawyers, NGOs, human rights activists and the public to "mine the ’Detainee Policies’ and investigate important issues such as the denial of access to the ICRC (International Committee of the Red Cross) to detainee facilities." The website requested that participants report their findings using the hashtag #WLfindDP: Check it out!
The NYT's WALT BOGDANICH and SABRINA TAVERNISE explain how the U.S. Concern Over Compounders Predates Outbreak of Meningitis A year before people began dying of meningitis caused by a tainted drug from a compounding pharmacy in Massachusetts, the Food and Drug Administration worried that compounders across the country might be selling another substandard drug, one possibly made with unapproved Chinese ingredients. But when the F.D.A. began seeking samples to test, the trade group representing compounding pharmacists went on the offensive. Instead of encouraging members to help the agency determine if the injectable drug, used to reduce the risk of premature birth, was substandard, the group tutored pharmacists on how to sidestep requests. In an e-mail to members, the International Academy of Compounding Pharmacists suggested that they respond to any request for samples by saying, “We do not compound or distribute ‘samples’ of any of our prescription medications to anyone.” And if a compounded drug was on the premises, the trade group added, a pharmacist should say it was awaiting pickup by a patient. A spokesman for the trade group said the instructions were intended to guard against unauthorized release of samples to corporate competitors and not to hinder the F.D.A. investigation. But the memo is emblematic of the industry’s frequent and often successful attempts to fend off regulators at a time when concerns are growing about the quality of compounded drugs and the uncertain provenance of their ingredients, some of which originate in China and flow through various repackagers and middlemen with little scrutiny, according to interviews with health experts and government records. Drugs made by compounders — who mix or alter ingredients to create customized medicine for a specific patient — are rarely tested, unless someone is harmed or a complaint is filed. But in the only two states that randomly test compounded drugs, Texas and Missouri, significant problems have surfaced. ........ As companies increasingly buy raw materials from foreign sources — about 80 percent of active pharmaceutical ingredients in products sold in the United States are from overseas — regulators are struggling to keep up. Modern supply chains are a maze of importers, repackagers and dealers. But while large drug companies, bound by F.D.A. rules, must keep meticulous track of who has handled their raw materials, compounding pharmacies are not bound by those guidelines, even though some have grown so large that they resemble commercial manufacturers. Michael Chappell, a former high-ranking F.D.A. official who helped to oversee the agency’s regulatory policies, said federal officials have had difficulty at times getting answers to questions about where compounders bought their ingredients. “Is it being repackaged in the back of a ’57 Buick in a parking lot somewhere?” Mr. Chappell asked. “The answer was always, ‘We get them from our suppliers.’ But what do you know about that supplier? Who makes the original chemical?” Some compounding pharmacies have taken advantage of the legal no-man’s land in regulation. The F.D.A. can inspect them and issue warnings, but the agency says states have ultimate jurisdiction. “You can ask a question, but does a company have to answer you?” said Robert Coleman, who was an F.D.A. investigator for three decades and is now a consultant based in Atlanta. “That’s up for debate. It always made me wonder as an investigator, ‘Why don’t you want to tell me that? Is there some problem?’ ” ......... Unlike commercial drug manufacturers, compounding pharmacies are not bound by the agency’s so-called good manufacturing practices, which require companies to report instances when their medicine might have harmed patients. Usually the F.D.A. learns about such cases only through the news media or voluntary reporting. There have been virtually no federal efforts to quantify the problem of large-scale compounding pharmacies or their rapid growth, but the F.D.A. has occasionally taken a limited look at the quality of their drugs. ......... The trade group spokesman, David Miller, said the alert, despite its title, was intended to defend against data collectors from K V Pharmaceuticals, who member pharmacies said had been calling them asking for samples. “There was no evidence that any of the calls pharmacies received were coming from a genuine governmental official,” Mr. Miller said. “Regulators do not ‘call around’ asking for information. They come to a pharmacy with an official inspection form.” He denied that the alert contained language instructing members not to cooperate with federal regulators. “There is not one word in that document that says do not comply with a regulator,” he said. Dr. Michael Carome, deputy director of Public Citizen’s Health Research Group, a nonprofit consumer organization, said the group’s advice to members should have been to cooperate fully and answer all their questions. Instead, Dr. Carome said, the group suggested answers “for which the implicit, if not explicit message was to stonewall and obstruct” the F.D.A.’s attempt to assess the quality of the compounded drug. The F.D.A. said in June that after obtaining and testing 13 samples of the compounded drug, it had found no significant quality problems. K V Pharmaceuticals filed for bankruptcy this year, and is suing the F.D.A. So much for "too much regulation" the GOPhers have made as their Campaign Mantlepiece. William K. Actually, Fannie and Freddie are perfect fits for the accurate narrative of what caused this financial crisis (and the Enron-era crisis and the S&L debacle) – epidemics of “accounting control fraud.” The right has simply forgotten that Fannie and Freddie were controlled by “greedy bankers.” Fannie and Freddie were privately owned and privately managed. George Akerlof and Paul Romer explained their fraud scheme in their famous 1993 article (“Looting, the Economic Underworld of Bankruptcy for Profit”). Crucially, they explained that accounting control fraud is a “sure thing.” It will make the controlling officers wealthy and it will do so promptly. .... Very long and detailed so take a look. Next the AP reports (in the NYT) U.S. Files $1 Billion Suit Against Bank of America for Fraud The latest federal lawsuit over alleged mortgage fraud paints an unflattering picture of a doomed lender: Executives at Countrywide Financial urged workers to churn out loans, accepted fudged applications and tried to hide ballooning defaults. The suit, filed Wednesday by the top federal prosecutor in Manhattan, also underscored how Bank of America's purchase of Countrywide in July 2008, just before the financial crisis, backfired severely. The prosecutor, Preet Bharara, said he was seeking more than $1 billion, but the suit could ultimately recover much more in damages. "This lawsuit should send another clear message that reckless lending practices will not be tolerated," Bharara said in a statement. He described Countrywide's practices as "spectacularly brazen in scope." He also charged that Bank of America has resisted buying back soured mortgages from Fannie Mae and Freddie Mac, which bought loans from Countrywide. Bank of America spokesman Lawrence Grayson said the bank "has stepped up and acted responsibly to resolve legacy mortgage matters." He called the allegation that the bank has failed to buy back loans "simply false." ..... The lawsuit alleged that the company loosened its standards for making loans while telling Fannie Mae and Freddie Mac, which were buying loans from Countrywide, that standards were getting tighter. .... To churn out more mortgage loans, Bharara said, Countrywide introduced a program called the "Hustle," shorthand for "High-Speed Swim Lane." It operated under the motto, "Loans Move Forward, Never Backward." The program eliminated checks meant to ensure that mortgages were being made to borrowers who could afford them, according to the lawsuit. ...... The lawsuit accused Countrywide, and later Bank of America, of selling thousands of Hustle loans to Fannie and Freddie. The lawsuit says that that the Hustle program continued through 2009. Last week Jimmy Carter made a speech about the Israel-Palestine Two-state Solution the NYT frames it as In Jerusalem, Carter Derides Netanyahu and Obama .... “I don’t think there’s any doubt that Netanyahu has decided the one-state option is the one he’s going to pursue,” Mr. Carter said, despite Mr. Netanyahu’s professed commitment to two states, notably in a 2009 speech at Bar Ilan University. As for Mr. Obama, a fellow Democrat, the former president said, “The U.S. government policy the last two to three years has basically been a rapid withdrawal from any kind of controversy.” He added: “Every president has been a very powerful factor here in advocating this two-state solution. That is now not apparent.” Mr. Carter was here with the former prime minister of Norway, Gro Harlem Brundtland, and the former president of Ireland, Mary Robinson, on behalf of the Elders, a group of 10 left-leaning éminences grises convened by Nelson Mandela in 2007 that aims to promote human rights and world peace by, according to its Web site, “speaking difficult truths and tackling taboos.” Mr. Carter and Ms. Brundtland met with President Shimon Peres of Israel on Sunday, and all three met with President Mahmoud Abbas of the Palestinian Authority on Monday, consulting in between with like-minded Palestinian and Israeli intellectuals. On Wednesday, they are scheduled to see Egypt’s new Islamist president, Mohamed Morsi. ..... But Mr. Carter said Monday that the situation is “worse now than it’s ever been for the Palestinians” because of the expanding settlements and lack of prospects for change. Describing himself as “grieved, disgusted and angry,” he said the two-state solution is “in death throes,” which he called “a tragic new development that the world is kind of ignoring.” ..... “The United States used to be major obstacle to Israeli expansion — now the United States is quite dormant,” he said. “I don’t really detect the forces. They’re not in Europe. They’re not in the United States. They’re not in the Arab world.” ..... “I’ve known every prime minister since Golda Meir,” he said, ticking off experiences with Menachem Begin, Ariel Sharon, Ehud Olmert and Ehud Barak. “All the previous prime ministers have been so courageous in their own way. In the past, all committed to the two states. ... It looks to me like a decision has been made,” he added, “to go to the one-state solution but to conceal it from the world.” Thank you President Carter for saying what needs to be said. AUSTERITY PROTESTS:- IN SPAIN From the BBC Spain austerity: Thousands join new budget cuts protest Thousands of people flocked to Spain's parliament building, chanting anti-austerity slogans. Thousands of people have joined fresh protests in the Spanish capital, Madrid, angered by budget cuts and calling on the government to quit. Demonstrators held a minute's silence with their backs to parliament, then shouted "resign" with fists clenched. Parliament was guarded by hundreds of police officers. PM Mariano Rajoy's government plans spending cuts of about 40bn (£32bn) euros for next year as it tries to prevent the need for an EU bailout. The Spanish government has found itself in financial difficulty since the 2008 global financial crisis caused a big crash in the country's over-heated property market. New figures this week showed about a quarter of working-age people in Spain were now unemployed. Saturday's protesters came from all over the country and were met by vans of riot police, says the BBC's Pascale Harter in Spain. Just hours earlier, she says, 300 police had staged their own protest in the capital, setting off fire crackers and blowing police whistles over the same issue - budget cuts. One banner read: "The police can't take it any more." Austerity protests also took place in Barcelona, Valencia and other cities.

"There is some speculation that he had a fainting fit and other suggestions that he either suffered a cardiac arrest or stroke," reports the Guardian's Helena Smith. An autopsy has been scheduled. The Greek economy has come to a standstill again as its workers have gone on strike to protest austerity. And it has gotten violent. Taking the link BBC's Mark Lowen says petrol bombs were thrown, with Greeks feeling "pushed to breaking point" Thousands of people protested across Greece on Thursday against the next round of spending cuts, required in return for another bailout instalment. The 24-hour strike is the country's 20th national stoppage since the debt crisis erupted two years ago and comes as EU leaders met in Brussels. Taxi drivers, doctors, teachers and air traffic controllers were among those taking part in the rallies. Athens police used tear gas to disperse demonstrators throwing petrol bombs. Syntagma Square was temporarily shut down but has since reopened to traffic; it was quite a small protest as Greek protests go and remained mainly peaceful, says the BBC's Mark Lowen in Athens. Protesters threw petrol bombs and stones at police blocking off parts of the capital's main square before parliament. Officers responded with tear gas and stun grenades. A 65-year-old man suffered a fatal heart attack during the demonstration, which was said not to be linked to the protests. But local media are reporting that he was tear-gassed, our correspondent says. Thousands of protesters gathered for rallies ahead of two separate demonstrations in central Athens, amid a heavy police presence. Other protests were also planned across the country. The strike takes place as European leaders are meeting in Brussels for a summit in which Greece's economic fate is likely to feature large. Greece is currently preparing a 13.5bn-euro (£11bn; $17.7bn) austerity package to satisfy the "troika" of International Monetary Fund, European Commission and European Central Bank lenders in return for its next 31.5bn-euro tranche of aid. The country is due to run out of money next month. However, trade union leaders say they hope to show EU leaders that a new wave of wage and pension cuts will only worsen the plight of the Greek people. ..... "Just once, the government ought to reject the troika's absurd demands," said Yannis Panagopoulos, head of the GSEE private sector union. "Agreeing to catastrophic measures means driving society to despair, and the consequences as well as the protests will then be indefinite," he added. The BBC's Mark Lowen in Athens says cracks are already appearing within the coalition government as party leaders disagree over job losses and other austerity measures. Anger has led to a loss of faith in the state, he says, with Greeks increasingly turning to political extremes such as the neo-Nazi Golden Dawn party. Although the Greek government has vowed to stay the course, social unrest could yet prove explosive, our correspondent adds.

On The Daily Show last night, host Jon Stewart hit Indiana GOP Senate candidate Richard Mourdock for what have become controversial comments on rape and abortion ("life is a gift from God," and that pregnancy resulting from rape is "something that God intended to happen."), tying Mourdock to the national presidential ticket of Mitt Romney and Paul Ryan. Stewart introduced the "surprisingly recurring" segment: "Republican Candidate Said What About Rape Now?" He then slammed Romney for not disavowing his endorsement of Mourdock. The Romney campaign has said the candidate disagrees with Mourdock, but Romney has not dropped his endorsement. “Where does Mourdock get his crazy, fringe ideas about rape and abortion anyway? I don't know, maybe from Romney's running mate Paul Ryan. ... In other words, according to the Republican Party platform, and the man who wants to be a heartbeat away from the presidency, if a woman wants to have a baby, in vitro fertilization, she cannot. Next Cindy George at The Houston Chronicle reports Court refuses Planned Parenthood request in Texas A federal appeals court has refused to grant another hearing to Planned Parenthood, clearing the way for Texas to assume full responsibility for health care of low-income women next week without clinics that previously provided almost half of those services and without federal funding. In a statement issued Thursday, Gov. Rick Perry said Texas will immediately "defund" the health organization's affiliates. "Today's ruling affirms yet again that in Texas the Women's Health Program has no obligation to fund Planned Parenthood and other organizations that perform or promote abortion. In Texas we choose life, and we will immediately begin defunding all abortion affiliates to honor and uphold that choice." Planned Parenthood leaders said that the court's ruling doesn't change their dedication to women's health. "The court's disappointing decision today agrees with the politicians in Austin who engineered this disaster. This ruling further dismantles family planning in the state simply because women trust Planned Parenthood for their Pap tests and birth control. This is shameful," Jeffrey Hons, president and CEO of Planned Parenthood Trust of South Texas, said in a statement. "Politics should never come between a woman and her health care, but in this decision, which conflicts with Supreme Court precedent, it appears it has."...... But wait! There's more! From Reuters Planned Parenthood sues again over Texas health program Planned Parenthood family planning providers in Texas filed a new lawsuit on Friday over a rule that bars its clinics from a state health program for low-income women because the organization performs abortions. The suit was filed in state court, after a federal appeals court declined on Thursday to reconsider a ruling allowing Texas to withhold funding for women's healthcare from Planned Parenthood clinics. The new lawsuit tries a different legal tactic, filing in state rather than federal court, and arguing that the way the Texas rule is written violates state law. .... The latest lawsuit in Texas claims the ban is invalid under a section of state law which makes any provision inoperative if it causes Texas to lose federal matching funds for the Women's Health Program. ...... Planned Parenthood, the nation's largest abortion provider, says it does not provide abortions at clinics that participate in the program. The state objects to the family planning group's affiliation with clinics that do provide abortions. Planned Parenthood says it serves nearly half of the women in the program, providing preventive health care such as breast and cervical cancer screenings and birth control. A study released this month by the George Washington University School of Public Health and Health Services raised questions about whether other facilities would be able to absorb the patients now served by Planned Parenthood. "We've increased the number of doctors and clinics in the program, and we'll be ready to help any woman who needs to find a new provider," Texas Health and Human Services Executive Commissioner Dr. Kyle Janek said Thursday in a statement. We cannot figure out why ANY woman would EVER VOTE for any candidate or party that opposes basic women's health care. Let's remember Roe v. Wade is at its core a decision to PROHIBIT the Government from INVADING a woman's PRIVACY of her own body! IT CANNOT get more PRIVATE than that. Yet the GOPhers constantly bray about "shrinking government" and intrusive "government regulation" and the now famous "Keep the Government out of my Medicare" teabagger slogan. We can't come up with anything more intrusive and private than the government INTRUDING into any woman's womb. Can you? What is the FIXATION the GOPhers have with this? One of their fall-backs is adoption but EVERY policy they promote does NOTHING for the health and welfare for babies, kids and their mothers. How hallucinated and/or controlled are these women who vote GOPher? It's like mass "Stockholm Syndrome" isn't it? From the Taliban to the U.S.A.'s Religious Right these "organized" religions DEMAND subservience of women to men. We just can't wrap our head around why ANY women would vote GOPher when their economic and social freedoms are actively being undercut by The Republican Party. And the same argument goes for the LGBT community especially the Log Cabin Republicans Sell Out the LGBT Community; Endorse Mitt Romney when the GOPhers consistently want to outlaw gay marriage and DELIBERATELY EXCLUDE the LGBT communites from any federal benefits heterosexual couples enjoy. The history books will tell you Richard Nixon won the 1972 election, that George McGovern went down to the worst defeat of any presidential candidate in history. But those who write history do not take into account the moral or the good, what is right or what is wrong, what endures and what does not. And even the historians have to acknowledge that Nixon’s victory was attained by lies and fraudulent propaganda, by dirty tricks, by state crimes and acts of theft and burglary. Nixon, as Hunter S. Thompson wrote, may have embodied the “successful” politician but he “was a foul caricature of himself, a man with no soul, no inner convictions.” “George McGovern, for all his mistakes… ,” Thompson went on, “understands what a fantastic monument to all the best instincts of the human race this country might have been, if we could have kept it out of the hands of greedy little hustlers like Richard Nixon. McGovern made some stupid mistakes, but in context they seem almost frivolous compared to the things Richard Nixon does every day of his life, on purpose…. Jesus! Where will it end? How low do you have to stoop in this country to be President?” ....
- For the better part of his American century, George McGovern was America’s most prominent advocate for peace with the world and justice at home,a progressive internationalist and prairie populist—from the cold war era when he grabbed a South Dakota congressional seat from Dwight Eisenhower’s Republicans, to the Obama era when he prodded a young president from his own Democratic Party to bring the troops home from Afghanistan. McGovern, who has died at the age of 90, was an uncommonly human and humane national figure. It was that aspect of the man that made his 1972 presidential campaign as the most progressive nominee ever selected by the Democratic Party less of a political endeavor than a popular crusade. As with all crusades, the measure of defeat or victory comes not in the moment but on the arc of history that assesses the value of the vision and determines whether it will remain vibrant for generations to come. McGovern had that perspective, impishly recalling the people who stopped him in airports and on the street after the man who won in 1972, Richard Nixon, resigned in the Watergate disgrace of 1974. They all said they had backed the Democrat two years earlier. “If they actually had,” McGovern joked, “I would have been the one with the landslide.”
McGovern mounted his 1972 run as established champion of liberal causes who had served in the House and Senate before he carried the banner of his friend Robert F. Kennedy’s candidacy into the traumatic 1968 Democratic National Convention. And McGovern followed his 1972 defeat with another forty years campaigning as the elder statesman of an American left for which his name became a touchstone—even as right-wingers made “McGovernism” the name for the politics they most feared. Today, of course, America has accepted—or is in the process of rapidly accepting—basic tenets of McGovernism, from the principle that it is smarter to feed the world and treat diseases than to wage wars to the premise that a broad civil rights commitment must promote the progress of women, racial and ethnic minorities, people with disabilities and lesbians and gays. But McGovern was never satisfied; just weeks before the final illness that would take his life Sunday morning, he was traveling the country, rallying the faithful and preaching a prairie populist vision of full employment and healthcare for all. ...... Perhaps if he was driven only by political ambition, McGovern’s presidential campaigns of 1968, 1972 and 1984 would have been more conventionally successful. Yet it was because of McGovern’s rich humanity and broad range that those who aligned themselves with his politics decades ago continued to cherish him—not just for his position papers but for the whole of the man. McGovern’s campaigns remain definitional political experiences for millions of Americans because they were about more than politics. They were about a deep vision of the republic’s past, present and future; so much so that his 1972 campaign slogan was “Come home, America.” Generations of Democrats recognized McGovern as a North Star hero, just as generations of Republicans made him the face of what they fear: a politics of compassion and decency that would, in the words of one of McGovern’s heroes, former Montana Senator Burton K. Wheeler, “place humanity above the dollar.” McGovern took it all in with a humility that was uncommon in American political life. He was always on a mission. He appreciated accolades but did not slow down to accept them. ..... In the last recent of his many fine books, What It Means to Be a Democrat (Blue Rider Press, 2011), McGovern maintained that mix. In my favorite passage, McGovern says, “During my years in Congress and for the four decades since, I’ve been labeled a ‘bleeding-heart liberal.’ It was not meant as a compliment, but I gladly accept it. My heart does sometimes bleed for those who are hurting in my own country and abroad.” “A bleeding-heart liberal, by definition, is someone who shows enormous sympathy towards others, especially the least fortunate.” he continued. “Well, we ought to be stirred, even to tears, by society’s ills. And sympathy is the first step toward action. Empathy is born out of the old biblical injunction ‘Love the neighbor as thyself.’ ”

Liberal 'Think Progress' Peddles Romney Ship Building Conspiracy Theory A new conspiracy theory being floated by apparatchik bloggers funded by Democratic Party bosses claims that a private equity firm that has invested in ship building companies, and is tied to a Mitt Romney adviser, is the sole reason why the GOP candidate has been pushing for a larger Navy in recent weeks. The theory, circulated by Think Progress, suggests that Romney is calling for a larger Navy expressly in hopes of padding the pockets of adviser John Lehman, a former Secretary of the Navy under Ronald Reagan who is now an investment banker with stakes in several ship building companies. Based on that connection, the theorists at Think Progress are alleging Romney will fulfill a direct quid pro quo promised to Lehman in exchange for his serving as one of Romney's top military advisers in the campaign. Of course, much of what I've just written in the paragraph above is complete bullshit...
