THEN At FDL Jeff Kaye explains how Obama Admits He Banned Only “Some” of the CIA’s Torture Techniques .........But there was a much more insidious and institutional salvage of torture by the U.S. government, which, rocked after the Abu Ghraib revelations, tried to hide and maintain its use of detention and interrogation techniques that relied on force, mental cruelty, fear, isolation, stress positions, sleep and sensory deprivation, and the use of drugs. Waterboarding, for all the attention given to that brutal form of torture, was never really a major component of U.S. torture. There were even some in the CIA who would be glad to see it go. Using solitary confinement, loud music and 24 hour bright lights, verbal abuse and humiliation, “dislocating the expectations” of prisoners by, for instance, moving them around every day so they never had a sense of solid place or safety or time to rest, or using drugs to disorient them — this is the kind of torture that leaves deep psychological wounds, and which the U.S. wanted to maintain in its interrogation arsenal. .....................Obama’s admission that he had only banned “some” of the previous administration’s torture techniques was not the first time the government has made such an admission, however obliquely. ............. But oddly, besides myself, only Obama seems to have noticed that not all the torture techniques were rescinded by him. The press and certainly the Senate and the House of Representatives have ignored entirely the use of torture in the Army Field Manual. While some bloggers and human rights groups have noted the anomaly of having the nation’s primary instructions on interrogation include torture techniques, and some have even called for a repeal of Appendix M or a rewriting of the field manual itself, none of these groups or individuals have made this a primary issue. Nor, when the controversy over the Senate report on the CIA torture program is discussed, is the ongoing presence of torture in the Army Field Manual ever mentioned. The failure to take on the entire torture apparatus is one reason accountability for U.S. torture cannot get sufficient traction.

With the death of more than 2,000 Palestinians, and the displacement of hundreds of thousands more, the complicity of the American government has been exposed to the world as never before. Yet the mantra repeated ad nauseam by the U.S. government and media alike remains the same: Israel has a right to defend itself. The moral perversity of the U.S. position is stunning. How can the U.S. government ask Israel to be more careful about civilian lives while simultaneously arming and then rearming the IDF so it can more effectively inflict such devastation on an imprisoned and occupied people? The U.S. could act to stop the senseless slaughter but it won’t. Instead, it’s cheerleading. Members of Congress are mindlessly parroting Israeli talking points without a thought given to the Palestinian perspective or to preserving human life. .................. Pressure on American politicians to conform to the party line is abetted by skewed media coverage. For instance, CNN, while purporting to be a news channel, relentlessly churns out Israeli propaganda. It is easy for those of us who do not live under the tyranny of the occupation to condemn the military wing of Hamas for using randomly fired rockets that might cause civilian casualties in neighboring Israel, and I do unreservedly condemn it. Having said that, an occupied population has the legal right to resist the military of the occupier. The occupier has a legal obligation to protect the occupied. Under these circumstances the reporting on CNN is biased beyond all belief. Numerically, one can readily see the bias. Far more pro-Israel guests than pro-Palestinian experts are invited on air to make their case. .............. Staunchly pro-Israel voices like Oren’s have resoundingly proclaimed: Any resistance, violent or nonviolent, in fact any criticism of Israeli colonization and denial of Palestinian rights, is off limits. What they are advocating, in essence, is perpetual armed conflict until greater Israel is a fait accompli, and complete Israeli domination over any surviving Palestinians is accepted as a reasonable status quo. Commentators such as Oren feign interest in a two-state peaceful solution but they and the state they represent resist all attempts to implement such a plan. On a positive note, I take heart from the fact that support for Jewish Voice for Peace has skyrocketed over the last month as members of the American Jewish community, appalled at Israel’s actions, have looked for a place to register their concern. JVP advocates for an end to occupation and the siege on Gaza, for Palestinian rights – as dictated by international law – and peace with justice for Palestinians and Israelis alike. It primarily does so by educating people with basic facts and by using the tools of Boycott, Divestment, and Sanctions to apply pressure on Israel to cease its human rights abuses............... NEXT At TheGuardian.com Patrick Kingsley in Cairo tells us Egypt massacre was premeditated, says Human Rights Watch Egyptian security forces intentionally killed at least 817 protesters during last August's Rabaa massacre, in a premeditated attack equal to or worse than China's Tiananmen Square killings in 1989, Human Rights Watch (HRW) has argued in a report. The 195-page investigation based on interviews with 122 survivors and witnesses has found Egypt's police and army "systematically and deliberately killed largely unarmed protesters on political grounds" in actions that "likely amounted to crimes against humanity". The report recommends that several senior individuals within Egypt's security apparatus be investigated and, where appropriate, held to account for their role in the planning of both the Rabaa massacre and others that occurred last summer – including Abdel Fatah al-Sisi, Egypt's then defence minister and new president. As head of the army at the time, Sisi had overall responsibility for the army's role at Rabaa, and has publicly acknowledged spending "very many long days to discuss all the details". ................ HRW concluded that the camp's estimated 85,000 members were not given enough time to leave before troops started firing; were prevented for most of the day from leaving via safe exits; and used firearms "in only a few instances, which do not justify the grossly disproportionate and premeditated lethal attacks on overwhelmingly peaceful protesters". The report documents scores of incidents where unarmed protesters were killed, often by snipers shooting from nearby buildings or, according to multiple witnesses, from helicopters flying overhead. .................

Columbia University journalism professor Thomas B. Edsall explains The Expanding World of Poverty Capitalism in a NYT op-ed. .......... The recent drive toward privatization of government functions has turned traditional public services into profit-making enterprises as well. In addition to probation, municipal court systems are also turning collections over to a national network of companies like Sentinel that profit from service charges imposed on the men and women who are under court order to pay fees and fines, including traffic tickets (with the fees being sums tacked on by the court to fund administrative services). When they cannot pay these assessed fees and fines – plus collection charges imposed by the private companies — offenders can be sent to jail. ................ A February 2014 report by Human Rights Watch on private offender services found that “more than 1,000 courts in several US states delegate tremendous coercive power to companies that are often subject to little meaningful oversight or regulation. In many cases, the only reason people are put on probation is because they need time to pay off fines and court costs linked to minor crimes. In some of these cases, probation companies act more like abusive debt collectors than probation officer, charging the debtors for their services.” Human Rights Watch also found that in Georgia in 2012, in “a state of less than 10 million people, 648 courts assigned more than 250,000 cases to private probation companies.” The report notes that “there is virtually no transparency about the revenues of private probation companies” since “practically all of the industry’s firms are privately held and not subject to the disclosure requirements that bind publicly traded companies. No state requires probation companies to report their revenues, or by logical extension the amount of money they collect for themselves from probationers.”......... WOW! Read on!

According to St. Louis Post-Dispatch photographer David Carson, who witnessed the apprehension, Ryan and a German reporter he was with were both taken into custody by members of a police tactical team. They were handcuffed and placed in a wagon, and Carson was told they were being taken to St. Louis County jail. ............... Third Update: Ryan’s post recounting his first night in Ferguson is here. As you can see, he now believes he was hit with a rubber bullet, and not a beanbag. I’ve updated the headline of this post to reflect that. IN a related matter HuffPoAOL's Katherine Fung writes about Maureen Dowd's op-ed in the NYT Sunday James Risen: Obama Is 'Greatest Enemy To Press Freedom In A Generation' Pulitzer Prize-winning New York Times reporter James Risen is not mincing words about President Barack Obama. Risen has been fighting the Obama administration's efforts to get him to testify about his sources for six years. The Department of Justice has ordered him to testify against former CIA agent Jeffrey Sterling, who it believes leaked information about a failed CIA operation in Iran that Risen reported on in his book. Risen recently lost his bid to have the Supreme Court revisit his case. New York Times columnist Maureen Dowd spoke to Risen for her Sunday column "Where’s the Justice at Justice?" "How can he [Obama] use the Espionage Act to throw reporters and whistle-blowers in jail even as he defends the intelligence operatives who 'tortured some folks,' and coddles his C.I.A. chief, John Brennan, who spied on the Senate and then lied to the senators he spied on about it?" Dowd wrote. Risen had one word to describe Obama's actions: "hypocritical." "A lot of people still think this is some kind of game or signal or spin," he told Dowd. "They don’t want to believe that Obama wants to crack down on the press and whistle-blowers. But he does. He’s the greatest enemy to press freedom in a generation." Many others have joined Risen in his condemnation of the White House's campaign against leak cases. THE BTV LAST WORD goes to Kareem Abdul-Jabbar (in TIME of all places) The Coming Race War Won’t Be About Race Will the recent rioting in Ferguson, Missouri, be a tipping point in the struggle against racial injustice, or will it be a minor footnote in some future grad student’s thesis on Civil Unrest in the Early Twenty-First Century? The answer can be found in May of 1970. You probably have heard of the Kent State shootings: on May 4, 1970, the Ohio National Guard opened fire on student protesters at Kent State University. During those 13 seconds of gunfire, four students were killed and nine were wounded, one of whom was permanently paralyzed. The shock and outcry resulted in a nationwide strike of 4 million students that closed more than 450 campuses. Five days after the shooting, 100,000 protestors gathered in Washington, D.C. And the nation’s youth was energetically mobilized to end the Vietnam War, racism, sexism, and mindless faith in the political establishment. You probably haven’t heard of the Jackson State shootings. On May 14th, 10 days after Kent State ignited the nation, at the predominantly black Jackson State University in Mississippi, police killed two black students (one a high school senior, the other the father of an 18-month-old baby) with shotguns and wounded twelve others. There was no national outcry. The nation was not mobilized to do anything. That heartless leviathan we call History swallowed that event whole, erasing it from the national memory. And, unless we want the Ferguson atrocity to also be swallowed and become nothing more than an intestinal irritant to history, we have to address the situation not just as another act of systemic racism, but as what else it is: class warfare. ............... This fist-shaking of everyone’s racial agenda distracts America from the larger issue that the targets of police overreaction are based less on skin color and more on an even worse Ebola-level affliction: being poor. Of course, to many in America, being a person of color is synonymous with being poor, and being poor is synonymous with being a criminal. Ironically, this misperception is true even among the poor. Although the latest threat level rates the risk of an attack on the UK to “highly likely,” Home Secretary Theresa May stated that “there was no evidence to suggest one was imminent.” Well then. It makes you wonder if the the change in threat level is being used in part to justify the extraordinary $80 million sum spent on building a fortress around the Newport and Cardiff city centers in Wales, which many are describing as “similar to the Berlin Wall,” or a “zoo,” in an unprecedented display of protection for many of the world’s most corrupt politicians.
