Government Hostage Takers As we head into the second week of Tea-Party-inflicted government shutdown we begin with the BTV FIRST WORD by Charles P. Pierce at Esquire's The Politics Blog This Is What They Want since you'll need this to understand the rest! Let's just spitball a bit here. Right now, even if their campaign of public vandalism ended at this very moment, the Republicans would still have three-quarters of a loaf because the status quo ante would be a federal budget at (or beneath) the spending levels mandated by The Sequester. Given that, what possible reason do the Republicans -- or, at least, those Republicans who are currently driving the strategy now -- have not to keep the government shut down not only through the upcoming debt ceiling fight, but for most of the rest of Barack Obama's term? (Chris Christie might not be president? Too bad.) There is no serious effort within the party's dwindling Sane People's Caucus to rein these people in -- Peter King? Please. -- and there's no power outside the party structure that's stronger than the combination of safe districts and independent money that has created the monkeyhouse in the first place. Their concern for the general national interest isn't worthy of discussion. They are doing what they want to do. They are getting what they want.
    You know, I think you may see a partial shutdown for several days. But [Fox and Friend co-host] Steve [Doocy], people are probably going to realize they can live with a lot less government than what they thought they needed," she said, prompting host Brian Kilmeade to add, "it's like the sequester all over."
This is the unspoken subtext of what the vandalism is all about. This is the real motivation behind all the tricornered hats and the incantations about liberty and all the conjuring words that have summoned up the latest crisis in our democracy. Corporate money is the power behind all of it, and that corporate money has but one goal -- the creation of a largely subjugated population and a workforce grateful for whatever scraps fall from the table. To accomplish this, the corporate money not only had to disable the institutions of self-government that are the people's only real protection, it had to do so in such a way that the people expect less and less of the government and, therefore, less and less of each other, acting in the interest of the political commonwealth. (The dismantling of organized labor is a sideshow to the main event in that the goal there was to cripple organized labor's political power within the political institutions so that there would be no countervailing force that could be brought to bear against the destruction of its power in the workplace.) For all the endless bloviation about the dead-hand of government, what the vandals in Washington are shooting for right now is a subject population whose tattered freedoms depend on the whimsical ethics of the American corporate class. This is the really deep game being played here, and they're more than halfway to winning it.
That's it in a nutshell: The plutocrats and corporate behemoths, the so-called "Titans of Industry" with their lapdog bought-n-paid-for Beltway Bubalas in the corporate media want nothing less than a return to complete global feudalism. With corporate crimes from LIBOR rate-fixing to the house-of-cards mortgage meltdown to the Austerity/Sequestration policies running world-wide and any fines they may incur as slap-on-the-wrist cost-of-doing-bizness line items on their balance sheets the trans-nationals are running the entire planet and its global economy/ecology right into the ground with We Da Peeps getting poisoned, gouged, unemployed and homeless on the way.
CASE IN POINT: NYT's SABRINA TAVERNISE and ROBERT GEBELOFF confirm Millions of Poor Are Left Uncovered by Health Law A sweeping national effort to extend health coverage to millions of Americans will leave out two-thirds of the poor blacks and single mothers and more than half of the low-wage workers who do not have insurance, the very kinds of people that the program was intended to help, according to an analysis of census data by The New York Times. Because they live in states largely controlled by Republicans that have declined to participate in a vast expansion of Medicaid, the medical insurance program for the poor, they are among the eight million Americans who are impoverished, uninsured and ineligible for help. ...... “The irony is that these states that are rejecting Medicaid expansion — many of them Southern — are the very places where the concentration of poverty and lack of health insurance are the most acute,” said Dr. H. Jack Geiger, a founder of the community health center model. “It is their populations that have the highest burden of illness and costs to the entire health care system.” ....... Every state in the Deep South, with the exception of Arkansas, has rejected the expansion. Opponents of the expansion say they are against it on exclusively economic grounds, and that the demographics of the South — with its large share of poor blacks — make it easy to say race is an issue when it is not. ......

Congress voted for this law. President Obama signed this law. The Supreme Court upheld this law. The President ran for reelection on this law. His opponent said he would repeal it -- and his opponent lost by five million votes. Right now, Republicans are taking the government and the economy hostage, threatening serious damage to both unless the President agrees to gut the Affordable Care Act. For days, they even tried to change the law so that employers can deny women access to birth control coverage. I am the mother of a daughter and the grandmother of granddaughters. I will never vote to let a group of backward-looking ideologues cut women's access to birth control. We have lived in that world, and we are not going back. Not ever. I see things like this and I wonder what alternate reality some of my colleagues are living in. So let me be very clear about what is happening in the real world: The Affordable Care Act is the law of the land. Millions of people are counting on it -- people who need health care coverage, people who need insurance policies that don't disappear just when they are sickest. The law is here to stay, and it will stay. ............. The threats may continue, but they are not working and they never will. In a democracy, hostage tactics are the last resort for those who can't win their fights through elections, can't win their fights in Congress, can't win their fights for the Presidency, and can't win their fights in Courts. For this right-wing minority, hostage-taking is all they have left -- a last gasp of those who cannot cope with the realities of our democracy. ........

SWACHA’s Dennis Simmons says the drill, which is open to more participants, will help bolster defenses. Banks are interested in testing their defenses in the wake of recent cyber-attacks, says Simmons, president and CEO of SWACHA, a regional payments association. Those attacks include account-takeover attempts linked to phishing and ACH and wire fraud, as well as distributed-denial-of-service attacks that are sometimes waged as modes of distraction to veil fraud.

Wald at the paper of wreck-ord warns As Worries Over the Power Grid Rise, a Drill Will Simulate a Knockout Blow The electric grid, as government and private experts describe it, is the glass jaw of American industry. If an adversary lands a knockout blow, they fear, it could black out vast areas of the continent for weeks; interrupt supplies of water, gasoline, diesel fuel and fresh food; shut down communications; and create disruptions of a scale that was only hinted at by Hurricane Sandy and the attacks of Sept. 11. This is why thousands of utility workers, business executives, National Guard officers, F.B.I. antiterrorism experts and officials from government agencies in the United States, Canada and Mexico are preparing for an emergency drill in November that will simulate physical attacks and cyberattacks that could take down large sections of the power grid. They will practice for a crisis unlike anything the real grid has ever seen, and more than 150 companies and organizations have signed up to participate. ...... “If we fail at electricity, we’re going to fail miserably,” Curt Hébert, a former chairman of the Federal Energy Regulatory Commission, said at a recent conference held by the Bipartisan Policy Center. Mr. Harrell said that previous exercises were based on the expectation that electricity “would be up and running relatively quick” after an attack. ........ Most of the participants will join the exercise from their workplaces, with NERC (North American Electric Reliability Corporation), in Washington, announcing successive failures. ..... In Climate News John Vidal at The Guardian asks Is the IPCC right on climate change? Just ask the world's farmers European development groups have reported that the Intergovernmental Panel on Climate Change's latest scientific assessment of the phenomenon matches the observations and experiences of farming and other groups they partner in Africa, Asia and Latin America.
The IPCC scientists, who acknowledge they often have only sketchy rainfall and temperature data for many areas in developing countries, say global temperatures have risen, extreme weather is more frequent and rainfall less predictable. If emissions are not cut dramatically, they say, the world can expect steady sea-level and temperature rises, more extreme weather and less certain rainfall. "Climate change is a reality here. We can see the impacts everywhere. There are new insects on our crops because of higher temperatures here. We can't produce now without spraying the crops," said a Bolivian farmer, Alivio Aruquipa, who lives in La Granja, near La Paz and works with Christian Aid partner group Agua Sustentable (Care). ......... "The latest climate science affirms what small-scale farmers around the world are telling us, that seasons are changing, weather is increasingly extreme and unpredictable making it tougher to feed their families," said Oxfam in a new briefing paper. "It is important to recognise that climate change is happening at the same time as vulnerabilities are changing drastically. Of the 3 billion people who live in rural areas in developing countries, 2.5 billion are involved in agriculture, and 1.5 billion live in small farmer households. Many are perilously exposed to changes in the climate, meaning that too much rain, or too little, can be the difference between having enough food or living in hunger." ....... Camilla Toulmin, director of the International Institute for Environment and Development, said the report confirmed that human activities were responsible for increased climate instability. "But there is also value in what the IPCC report does not say, such as how the climate will change from place to place. Climate models are not yet robust enough to predict impacts at local and regional scales, but it is clear from the experience of the many people with whom we work, who have faced loss and damage this year alone, that everybody is vulnerable in some way. This uncertainty about local impacts, coupled with the certainty that impacts will come, is a stark warning that everyone needs to get ready. Citizens and business leaders worldwide need to press governments to act, both at home and on the international stage."

Kevin Collier at The Daily Dot tells us Why Edward Snowden's favorite secure email service really shut down ...... But finally, with newfound court permission, Levison went public Wednesday evening. He posted on his legal defense fund website that the government had gone overboard in requesting information on “several Lavabit user accounts.” He clarified to the New York Times that at least one of those accounts was indeed Snowden's. That alone wouldn’t have meant the end of Lavabit. Levison said he’d complied with around two dozen other federal demands for individual user information. ........ The real reason he closed shop, Levison said on his defense fund site, is that Judge Claude Hilton ordered him to give up the very encryption keys to his site. He fined him $5,000 a day in contempt of court as he refused. “In fact, the FBI agents even admitted their intention to collect passwords in transit so they could access emails protected by Lavabit’s encrypted storage feature,” Levison wrote. Levison’s still fighting that court order. His defense fund notes that without the site, he’s lost his main source of income. He’s currently raised $56,485 out of his goal $96,000.
NEXT Chris Strohm at Bloomberg News writes NSA Tried Tracking Movements With Phone Data, Chief Says (1) via BusinessInsider.com The National Security Agency ran tests using mobile-phone data to track Americans’ movements until determining the information lacked intelligence value, the agency’s director said. The NSA tested samples of bulk location information on U.S. mobile phones in 2010 and 2011 to see whether the data format could be used in its computer systems, General Keith Alexander told the Senate Judiciary Committee during a hearing in Washington today. It was the first time the agency has discussed using mobile-phone data to track Americans’ locations. The data wasn’t used in actual surveillance operations, Alexander said, and he didn’t provide details. “It was test data, and what we couldn’t find was operational value out of it given that we could just turn that over to the FBI, and they could do the cell-site location if they needed it with a warrant,” Alexander said in an interview after the hearing. ........ Alexander, under questioning by Leahy, said the program has helped stop only one or two terrorist plots inside the U.S. since it was begun in 2006. Director of National Intelligence James Clapper offered a new rationale for the program during the hearing, saying it can be used to provide “peace of mind” that there aren’t terrorist plots in the works. ......... The NSA isn’t compiling profiles of innocent Americans using their social connections, Alexander said. He disputed a characterization in a Sept. 28 New York Times story that the agency is building graphs of some Americans’ social connections that can identify their associates, their locations at certain times, their traveling companions and other personal information. The story relied in part on documents leaked by Snowden. “We aren’t doing that,” Alexander said. “The insinuation that we’re doing that is flat out wrong.” Sure it is.

How do these crazy Republicans get to be leaders in their party? It's pretty simple, really - they have no opposition party to compete with. The gerrymandering that gives them a disproportionate percentage of seats in Congress has in large part been agreed to by Democrats, often creating safe Republican seats where there should be none. (I mean, New York? How can that happen in New York?) But it's worse than that - there are beatable crazy Republicans in the leadership of their party who the Democratic leadership has deliberately refused to oppose. Dems could easily have beaten people like Paul Ryan, for example, if they had simply agreed to put some money behind the Democratic candidate. And while all this madness goes on, as we watch the most mean-hearted and bullying creeps in the country living high on the hog, we are constantly being told - by Democrats! - that WE have to sacrifice "for the good of the country". Billionaires openly steal our homes and no one even forces them to make restitution, let alone put them in jail where they belong, and WE should be the ones to sacrifice? Really? We've already sacrificed quite a good deal............... The land of the free is now a police state, the home of the brave is now cowering in fear of imaginary Caliphates in Kansas. We are the tired, the poor, the huddled masses yearning to breathe free - and there is no one to welcome us but the grave. So there'd better be a Heaven. And Democrats are telling us that we have to give up what little we have left. That's not how Democrats used to talk. So if Republicans sound crazy, the Democrats who keep telling us the Republicans have a point, that the Republicans are reasonable men who can come to reasonable agreements sound even crazier. Seriously, if you are not angry, there is something wrong with you. It’s all an exercise in drawing fake lines in the sandbox, so that the bipartisan business of gutting entitlement programs can recommence. Next stop: Grand Bargain junction. ....... The clock has been stuck with both hands on “austerity” since Obama came fully out of the closet as a GOP fellow-traveler following the 2010 midterm elections. From that moment on, Republican-imposed gridlock has been the only barrier to Obama’s long-sought Grand Bargain to eviscerate entitlement programs. When the current theatrics are over, Obamacare will remain intact and the president will be back on his ever-rightward stride. The GOP will take Obama up on his offer, earlier this year, to cut Social Security and will probably be offered other bits and pieces of the social safety net in the interest of “shared sacrifice” and domestic peace. In the interim, while the reenactors haul their cannons around the cow pasture, waiting for the rich people who call themselves “markets” to signal an end to the charade, rest assured that national security is sacrosanct. ........ Forget about social justice, the rule of law, and political decorum. The sanctity of U.S. Treasury notes is what holds the nation – and its global empire – together. As the “liberal” economist Paul Krugman writes, “Financial markets have long treated U.S. bonds as the ultimate safe asset; the assumption that America will always honor its debts is the bedrock on which the world financial system rests.” Which is another way of saying that the U.S. maintains its supremacy in the world, not merely by force of arms, but through the artificial supremacy of the dollar, as the world reserve currency. Should the dollar fall from its pedestal, the Empire would have to go out with guns blazing. Or, alternatively, the U.S. would be compelled to adjust to simply being one nation among many on the planet – a prospect too horrible to contemplate. Therefore, for the sake of the almighty dollar (blessed be its name) – and because the shutdown has already achieved its purposes – the GOP will call a halt to its action before any money-changers get hurt. The Republicans will have shown their willingness to fight The Obama. Obama will appear to be defending the people from The Republicans. And then they will both slash away at social spending, as was the intention, all along. Our BTV LAST WORD goes to Dan Froomkin writing at Al Jazeera Shutdown coverage fails Americans U.S. news reports are largely blaming the government shutdown on the inability of both political parties to come to terms. It is supposedly the result of a "bitterly divided" Congress that "failed to reach agreement" (Washington Post) or "a bitter budget standoff" left unresolved by "rapid-fire back and forth legislative maneuvers" (New York Times). This sort of false equivalence is not just a failure of journalism. It is also a failure of democracy. When the political leadership of this country is incapable of even keeping the government open, a political course correction is in order. But how can democracy self-correct if the public does not understand where the problem lies? And where will the pressure for change come from if journalists do not hold the responsible parties accountable? The truth of what happened Monday night, as almost all political reporters know full well, is that "Republicans staged a series of last-ditch efforts to use a once-routine budget procedure to force Democrats to abandon their efforts to extend U.S. health insurance." (Thank you, Guardian.) And holding the entire government hostage while demanding the de facto repeal of a president's signature legislation and not even bothering to negotiate is by any reasonable standard an extreme political act. It is an attempt to make an end run around the normal legislative process. There is no historical precedent for it. The last shutdowns, in 1995 and 1996, were not the product of unilateral demands to scrap existing law; they took place during a period of give-and-take budget negotiations. But the political media's aversion to doing anything that might be seen as taking sides — combined with its obsession with process — led them to actively obscure the truth in their coverage of the votes. If you did not already know what this was all about, reading the news would not help you understand. What makes all this more than a journalistic failure is that the press plays a crucial role in our democracy. We count on the press to help create an informed electorate. And perhaps even more important, we rely on the press to hold the powerful accountable. ...... When the media coverage seeks down-the-middle neutrality despite one party's outlandish conduct, there are no political consequences for their actions. With no consequences for extremism, politicians who have succeeded using such conduct have an incentive to become even more extreme. The more extreme they get, the further the split-the-difference press has to veer from common sense in order to avoid taking sides. And so on. The political press should be the public's first line of defense when it comes to assessing who is deviating from historic norms and practices, who is risking serious damage to the nation, whose positions are based in irrational phobias and ignorance rather than data and reason. Instead journalists have been suckered into embracing "balance" and "neutrality" at all costs, and the consequences of their choice in an era of political extremism will only get worse and worse. ......... Even with a story as straightforward as the government shutdown, splitting the difference remains the method of choice for the political reporters and editors in Washington's most influential news bureaus. Even when they surely know better. Even when many Republican elected officials have criticized their own leaders for being too beholden to the more radical right wing. Media critics — and members of the public — have long decried this kind of he-said-she-said reporting. ......... Blaming everyone — Congress, both sides, Washington — is simply the path of least resistance for today's political reporters. It's a way of avoiding conflict rather than taking the risk that the public — or their editors — will accuse them of being unprofessionally partisan. But making a political judgment through triangulation — trying to stake out a safe middle ground between the two political parties — is still making a political judgment. It is often just not a very good one. And in this case, as in many others, it is doing the country a grave disservice. So, no, the shutdown is not generalized dysfunction or gridlock or stalemate. It is aberrational behavior by a political party that is willing to take extreme and potentially damaging action to get its way. And by not calling it what it is, the political press is enabling it. We need a more fearless media.
