OUR BIG FAT GREEK DEBT Greece's parliament approved major austerity measures requested by the European Central Bank, the International Money Fund and major international banks amid Greek citizen protesters being attacked by Greek security forces using chemical weapons in the form of tear gas. The Greek parliament voted to approve this week what might justly be titled “The Debt Enslavement Act of 2011”. Under this act, everyone in Greece gets to be a helot, and how bad could that be? It’s not like the old days. In ancient Greece the youth of Sparta participated every autumn in the Krypteia, a sort of military training exercise in which Spartans would hunt down and kill helots without fear of legal reprisal. The helots were Greeks too, just the wrong kind of Greeks – lower class, servile, tied to the land. Slaves, in effect. Modern day slaves aren’t tied to the land anymore – they are tied to their bank. So are governments, for that matter. How often have you read in the past few weeks that unimaginable economic consequences await us if Greece defaults? Angela Merkel said so. So did Nicolas Sarkozy, and now the new IMF head, Christine Lagarde, has said that the Greek opposition party needs to unite with the majority Socialist party to approve new tough austerity measures for the country. If they do, the IMF, the European Union, and the European Central Bank will release the last tranche of a previously-agreed loan. These three noble institutions, called “the Troika” by the press, are basically telling Greece “We are going to default on our loan commitments to you if you don’t deliver even more cutbacks, tax increases, asset sales, and unemployment than you previously promised.” The Troika, no doubt, does not enjoy trafficking in pain and suffering on a national scale, but apparently it is the only collateral they can get. The irony is, if Greece agrees to deliver more collateral – maybe we should call it collateral damage – they don’t really get any money. It just passes through Greece straight to the banks. ... How did Greece get to borrow so much money in the first place? It was a new member of the euro club, giving up the drachma for the privilege of joining Europe’s currency. That gave it the stamp of approval, since everyone knew that Greece had to meet very steep EU guidelines for fiscal prudence, including evidence that its public debt was kept at minimal levels below the EU ceiling. Except, it was all a lie. (See Greece Paid Goldman $300 Million To Help It Hide Its Ballooning Debts from Feb 2010 at businessinsider.com -Ed.) Goldman Sachs, and maybe some other banks, secretly engaged with the Greek government in a deception. The bank entered into off-market foreign currency derivative transactions that made it look like Greece’s debt repayments were within EU requirements. They weren’t, because hidden from the public eye, and even from the EU regulators, were billions of dollars of long term FX contracts that would have blown through the EU guidelines if they had been counted as debt obligations, which is what they really were. Greece got into this mess through massive deception, conniving with major global banks. And when the deception was unveiled a few years ago, the details were suppressed by Greece, by the EU, by Goldman Sachs, by US regulators – by every government that had any information about it. The Greek people have had to pay for this deception – they are paying for it even today – but no one in government or the banking industry involved in the fraud has been disciplined or fired or even publicly identified. When fraud of any sort, much less on this scale, is allowed to succeed, you must conclude that the system is rotten at the core. You can see, then, why the drama surrounding the Greek debt situation appears manufactured, since the problem was the result of a deceit in the first place. When governments talk about terrible consequences, they are really talking about the terrible consequences to themselves if a corrupt, secretive, and predatory financial system is allowed to collapse. The important thing for them is to keep the system going. If you want to see this principle in action, take a look at the recent proposal from the French banks to “help” Greece roll over its debt. He said his comments reflected his personal views, not the central bank's. ... “There's almost guaranteed collapse or crisis in the euro zone and there's serious global inflation problems and a policy response looming. All of these have implication for relative commodity prices.” Jesse's Crossroads Cafe explains in The US Non-Recovery (h/t msgeaux) When you socialize the losses and privatize the gains for a powerful few, when you reward the perpetrators and punish the innocent and unsophisticated victims of fraud, when you idolize greed, selfishness and deception and vilify simple hard work and honest decency, how can one really expect a healthy, vibrant economy? You are birthing a monster. Austerity will not improve this picture, and will inflict intense misery on the growing number of unfortunates. They know this, but they don't care. When the oppressed react, there will be calls to put them down, to subdue them, savagely. Provoke and react. Never waste a crisis, and if you need it, create one. This is the road to hell. Neither is TYLER DURDEN at zerohedge Tim Geithner: Welcome To The Unemployment Line The last rat is preparing to jump from the SS Obamic: GEITHNER SAID TO CONSIDER LEAVING TREASURY AFTER BUDGET DEAL. Explains why the market just ripped. In the meantime, a cubicle at 270 Park is being prepared. From Bloomberg: Treasury Secretary Timothy F. Geithner has signaled to White House officials that he’s considering leaving the administration after President Barack Obama reaches an agreement with Congress to raise the national debt limit, according to three people familiar with the matter. Geithner hasn’t made a final decision and won’t do so until the debt ceiling issue has been resolved, according to one of the people. All spoke on condition of anonymity to discuss private discussions. The Treasury secretary has said the U.S. risks defaulting on its obligations if Congress doesn’t raise the $14.3 trillion debt ceiling by Aug. 2. The administration and congressional Republicans are at an impasse in negotiations to raise the limit, which also is tied to efforts to cut the nation’s long- term deficit. An exit by Geithner would complete the turnover in Obama’s original economic team, with Council of Economic Advisers Chairman Austan Goolsbee scheduled to leave in early August to return to the University of Chicago. That would leave Obama with two key posts to fill as Republicans are seeking to turn the 2012 election into a referendum on Obama’s handling of the economy and the recovery is slowing. The unemployment rate rose to 9.1 percent in May, according to the Labor Department, and the U.S. economy grew at a 1.9 percent pace in the first quarter, according to Commerce Department figures released June 24. Geithner, 49, has told associates that he needs a break from government service after dealing with the turmoil that followed the collapse of Wall Street firms including Bear Stearns Cos. and Lehman Brothers Holdings Inc., first as president of the Federal Reserve Bank of New York and then as Obama’s treasury secretary. Family considerations also are playing a role in Geithner’s deliberations, according to the people. His son has decided to finish his final year of high school in New York. If Geithner does leave the administration, Obama would be losing a member of his economic team who understands Washington institutions and the New York banking world as well the intricacies of the Chinese economy. Geithner has pressed the Chinese to let their currency appreciate faster to reduce the global imbalances that both he and Obama have blamed for financial uncertainty. In addition to Goolsbee, who announced his decision to return to the University of Chicago earlier this month, three other top Obama economic advisers already have departed. At the CEA, Goolsbee replaced Romer, who returned to teaching at the University of California at Berkeley last September. National Economic Council Director Lawrence Summers and Office of Management and Budget Director Peter Orszag left the administration last year. Summers returned to Harvard University, and Orszag is now vice chairman of global banking at Citigroup Inc.

Greece is REALLY REALLY Bad at Collecting Taxes! Big Bad Bank, via Richard Smith, pointed out a post last fall that didn’t seem to get the traction it deserved (when market sentiment about Greece was peculiarly less pessimistic than now) that Greek tax administration is world class wretched. This matters because even if you operate under the fantasy that austerity works, you still have to be able to cut expenditures and raise taxes. But the logic of “raising taxes” is that if you increase tax rates, you’ll increase tax receipts. If you are already really terrible at collecting taxes, the odds are high that rate increase will not translate fully into higher tax revenues. And even if Greece were to decide to improve its tax apparatus, the machinery is in such wretched shape that it would take years of investment (and changes in laws) to make a dent.The worst is that when your read this description (which I am excerpting at length, the details are intriguing and damning), although corruption plays a significant role, terrible institutional and systems design is an even bigger culprit. The US District Courts have ruled that since oil is no longer flowing from the Macando Well, BP and Transocean are not liable for cleanup costs and damages from the BP Gulf Oil Spill since the “well has already been sealed and the injury has already been committed”. In the ruling the court went on record that the Federal Government is in charge of the oil spill clean up efforts. Thus any damages related to the cleanup are now the burden of the Federal Government, meaning the US Taxpayer. The ruling means that Taxpayers are not only liable for the clean up of the BP Gulf Oil Spill, but it also means that any damages caused by deficiencies of the clean up in the Gulf is also the responsibility of the US Taxpayer. CAMPAIGN FOR AMERICA'S FUTURE American Majority Rejects Washington Austerity Consensus – And We Demand Media Coverage by Roger Hickey, President, Campaign for America's Future: No more silent majority. Today the Campaign for America’s Future is sending letters to all the major media demanding that the views of the American Majority be represented in the news programs, print articles and opinion pages, and in the non-stop daily and Sunday talk shows in which the debate about America’s future is being conducted as we move toward the showdown over the budget. We are demanding representation in the media proportional to the size of the American Majority. And we are making the point that the views of the majority are not irrational—and that in a democracy the majority deserves to be heard, not patronized. We are also supplying the media with an extensive list of economists, experts and advocates who share the majority view that deficits are not now the major threat to U.S. prosperity, and that getting revenue back into the budget is far less damaging (and more just) than cutting spending and crippling important programs for the poor and the elderly. And we are telling them that occasionally featuring the great Paul Krugman, as though his views represent a lonely majority, is not enough. ... The Campaign for America’s Future is joining with the Center for Economic and Policy Research (whose Co-Director, Dean Baker blogs regularly about economic bias in the media) and with FAIR (Fairness and Accuracy in Reporting) to monitor the media’s coverage and representation of the American Majority views as they go into covering the big deficit fight. Call up reporters, editors, assignment people and tell them when they are under-representing the views of the American Majority. Without our defense, a prisoner such as Bradley Manning is defenseless against the media, the military and the government. We can at least spread the word about the Bradley Manning Support Network. There has already been online discussion among gay folks and the queer left about the “Frontline” show that pathologized Manning, and now The Guardian video report features a soldier with blurred face saying Manning pissed in his pants and curled up on his bunk “in a fetal position.” Maybe he did, after being repeatedly insulted and assaulted by fellow soldiers, by the account of this same anonymous informant. ... If Manning’s mind was fractured, then (as the paradox is known in the Latin liturgy), felix culpa! If guilty as charged, then Manning is one of the people who helped fracture the state secrets of an anti-democratic bipartisan regime that keeps racking up and tracking down ever more political “suspects”—even while career politicians carry out imperial wars with ever more expensive high-tech weapons. The “intelligence” that Manning is charged with passing to WikiLeaks turned out to be one of the inspirations for the Arab rebellions across the Middle East and North Africa; and there has been a real earthquake in the fields of mass media and journalism, with aftershocks following almost weekly. If the traditional guardians of the daily news so deeply resent Bradley Manning and WikiLeaks, that is because they long ago traded away integrity and independence in the sly scramble for “access” to power, press conferences and photo opportunities.
